Duties and Responsibilities :
- Under general supervision, performs professional administrative staff support work relating to a variety of campus-wide auxiliary services and facilities management (e.g., grounds and facilities maintenance support, repairs and renovations).
- Supervises employees across various occupational classifications per department organizational chart to ensure tasks are completed in compliance with established service standards, including routine and outside of normal assignments. Promotes a safe, fair, and productive work environment while overseeing the delivery of auxiliary and facility support services.
- Manages the campus online work order system by reviewing and approving campus-generated requests. Ensures urgent work orders are properly prioritized and assigned to maintenance staff or licensed contractors, as appropriate. Communicates with campus stakeholders regarding the status of work orders and responds to inquiries or concerns in a timely and professional manner.
- Manages inventory of supplies and equipment to ensure availability for daily operations and special events, prevents misuse, and maintains accurate records of purchases and usage. Coordinates maintenance and repairs, oversees equipment condition, and handles vendor relations, including evaluating bids and recommending awards.
- Researches and evaluates new products and equipment, prepares specifications for purchases and services, and processes bids through CommercePoint SuperQuote. Monitors equipment condition, justifies replacements, coordinates with vendors, evaluates bids, and manages deliveries and backorders.
- Assists in developing specifications for Invitations for Bids (IFBs) to procure contracts for services related to repairs and maintenance, ensuring compliance with procurement guidelines and alignment with campus needs.
- Creatively and logically resolves facilities and operations problems, supplies/equipment requirements, and staffing issues in a timely manner.
- Consults with a variety of professionals (e.g., contractors, vendors, campus officials) to address and resolve operational issues and provides recommendations and submits reports to the Facilities Manager.
- Analyzes campus conditions (recurring inspections of facilities and grounds), the buildings, facilities, and grounds workforce, and College priorities, and recommends to the supervisor viable courses of action to identify problems or concerns.
- Audits documents/files (e.g., employee leaves, safety files, equipment inventory, training history, budget reports, etc.) following established procedures to assist in personnel actions, compliance with applicable rules and regulations, and unit accountability and planning.
- Assists Facilities Manager in addressing campus concerns related to facilities, building maintenance, and grounds services by gathering relevant information, analyzing the issues, and developing appropriate resolutions. Communicates clearly and accurately, both verbally and in writing, regarding the steps taken to resolve the concerns.
- Assists with inspections of campus operations and facilities for compliance with Hawaii Occupational Safety and Health (HIOSH) standards and fire safety codes. Works with governmental agencies for corrective actions.
- Researches and develops training schedules tailored to employee safety and professional development needs, and procures qualified trainers to deliver necessary training programs as needed.
- Conducts fact-finding investigations and special studies, as directed, to address unit issues and employee concerns or complaints. Compiles and manages historical operational data, and prepares periodic reports as required. Other duties as assigned.

Denotes Essential Functions Minimum Qualifications :
Possession of a baccalaureate degree in Business Administration, Public Administration, or related field and 2 years of progressively responsible professional experience with responsibilities for Facilities Management, Auxiliary Services, or Facilities Operations; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Functional knowledge of principles, practices and techniques in the area of facilities maintenance and repair as demonstrated by knowledge, understanding and ability to apply concepts, terminology. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with facilities maintenance and repair. Demonstrated ability to recognize problems, identify possible causes, and resolve the full range of problems that may commonly occur in the area of facilities maintenance and repair. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals. Demonstrated ability to operate a personal computer, smart electronic devices, and apply word processing, spreadsheet, PDF, and other applications with attention to detail. Demonstrated ability to lead subordinates, plan and manage work priorities, projects, and employee relations. Demonstrated experience and ability to train, schedule, supervise, and evaluate staff in the performance of operational functions.
Desirable Qualifications :
Minimum of 3 years experience in managing blue-collar staff. Knowledge of the provisions of the United Public Workers (UPW) Unit 01, collective bargaining agreement. Experience working with contractors and vendors in the provision of services, equipment, or supplies Minimum of 2 years experience in purchasing and inventory of goods. Experience and/or knowledge of State of Hawaii and University of Hawaii procurement policies and procedures. Ability to understand and analyze blueprints and architectural drawings.
