III WHO WE ARE
The Office of Human Rights is the agency in Montgomery County Government that protects the civil rights of the people who live and work in the county. We investigate and resolve complaints about unfair workplace practices and discrimination in employment, real estate & housing, and public accommodations (services and transactions offered to the public). In performing our enforcement responsibilities under County Code Chapter 27, the Office manages more than 1,500 inquiries and 250 investigations annually. In partnership with the Human Rights Commission, the Committee Against Hate Violence, the Commission on Remembrance and Reconciliation, the Interagency Fair Housing Coordinating Group, and the Emory Grove Task Force, we work to promote equal opportunities through outreach and educational activities, including seminars about housing and employment topics, the Juneteenth celebration, the Human Rights Hall of Fame, and the Friendship Picnic.
WHO WE ARE LOOKING FOR
•This recruitment will be used to fill one (1) current vacancy and any possible future vacancies within the next six months. •The Office of Human Rights is seeking to fill an I nvestigator III position for our team in Rockville, Maryland. We are looking for a highly qualified and experienced professional with an extensive background in conducting intake interviews, preparing and processing complaints, investigating allegations, analyzing evidence, and writing recommended decisions regarding alleged violations under Montgomery County Code worker rights and anti-discrimination laws. Investigators review claims from constituents who believe their workplace rights have been violated or that they have experienced discrimination in employment, housing, or business transactions. Investigators support an equitable and inclusive community by enforcing worker protections and anti-discrimination laws within Montgomery County, MD.
Key responsibilities include:
Conducting interviews and meetings with parties, counsel, and witnesses, Assessing, accepting, or rejecting reported allegations based on Montgomery County Code's Chapter 27 requirements, Drafting, editing, and finalizing declarations of allegations and charging documents, Informing parties of their legal rights, obligations, and the agency's processes, Investigating allegations of violations of Montgomery County Code's Chapter 27, Developing strong written discovery communications, Analyzing and writing recommendations based on documented evidence, Monitoring and managing their assigned caseload through databases, Preparing case records for administrative review, hearing, or court proceeding, Coordinating with other agencies to review the impact of proposed legislation and regulations, Reviewing and revising public information materials and communications, including the County's website. Assisting with at least two public outreach activities. Performing other job-related duties as assigned. A writing sample may be requested from all candidate s who are selected for an interview. Additional information about submi tting a writing sample will be provided to candidates at the time the interview is scheduled. Do not include a writing sample in your application . A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision. The selected candidate will be required to complete and submit a Financial Disclosure Statement for conflict-of-interest purposes. This position is represented by the MCGEO Union .
Experience :
Four (4) years of experience in an investigatory capacity, preferably related to human rights.
Education :
Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency :
An equivalent combination of education and experience may be substituted.
License :
Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job-related duties.
Preferred Criteria:
The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevance of training, and experience in the following areas: Have multilingual skills, including oral communication, reading comprehension, and interpreting. Have a working knowledge, understanding, and know-how to interpret Montgomery County Code worker protection Have experience writing legal documents, recommendations, and reports Able to perform comprehensive legal research and advanced analysis.
Interview Preferences:
Preference for interviews will be given to applicants with experience in the following: Experience writing case summaries and reports. Experience in ensuring thorough, accurate, and unbiased investigations Experience investigating a discrimination complaint Experience handling complex investigations Experience in de-escalating difficult individuals Experience staying organized across multiple cases Experience collaborating on an investigation or project Experience managing the challenges of investigative work
