Job Description
Agency State Bureau of Investigation Division SBI Director's Office Job Classification Title Program Coordinator III (NS) Position Number 60011122 Grade NC12 About Us The State Bureau of Investigation's mission is to serve Sheriffs, Police Chiefs, and District Attorneys as well as State and Federal partners, by investigating crimes and providing technical assistance in order to increase public safety for the citizens of the state of North Carolina. The SBI does so by conducting criminal investigations of allegations in areas of jurisdiction including narcotics, arson, election laws, misuse of state property, environmental crimes, human trafficking, child sexual abuse in day care centers, and threats made against public officials. The SBI provides support to local agencies related to computer crime investigations, use of force investigations, deaths in custody, crime scenes, financial crimes, missing and endangered persons, public corruption, cold cases, K9, special response team, bomb squad, and air wing. The SBI serves as North Carolina's repository of information on criminal history records, fingerprint identification, expungements, sex offender registry, and concealed handgun permits. The SBI manages the North Carolina Information Sharing and Analysis Center (ISAAC), which is the fusion center for the state of North Carolina, as well as the Behavioral Threat Assessment Unit, which assesses and manages threats of mass violence. Description of Work The Sex Offender Registration Program Supervisor is a non-sworn administrative position within the Criminal information and Identification Section (CIIS) of the North Carolina State Bureau of Investigation (SBI) that oversees the North Carolina Sex Offender and Public Protection Registry Program.
Job responsibilities include the following:
- Management of unit to ensure effective and efficient support of public access and customer questions/concerns, assist local, state and federal agencies with offender compliance, and ensure sheriff offices are consistently and correctly submitting the N.C. statutorily required sex offender information into the N.C. registry database.
- Maintain awareness of technical and transactional functions of the N.C. Sex Offender and Public Protection Registry Program and work closely with SBI IT staff to implement any necessary changes.
- Collaborate with the SBI's Legislative Affairs Manager and Legal Counsel on legislative matters that may impact the registry.
- Develop, implement, and perform managerial and supervisory duties of the staff assigned to the unit.
- Plan, coordinate, direct, review and maintain an appropriate workflow within the unit.
- Coordinate and supervise special projects related to the registry with other state and federal agencies, generate statistical analysis regarding offenders, and assist the Criminal Justice Information Manager in identifying needs of the unit and possible grant funding opportunities to further enhance N.C.'s compliance with federal sex offender mandates.
- Obtaining Division of Criminal Information Network (DCIN) certification within 3 months of hire is required for this position.

$47,703- $60,000

Demonstrated experience handling and maintaining sensitive and confidential information in a business setting. Demonstrated experience creating and presenting training materials. Demonstrated experience providing oral presentations and/or reports. Experience interpreting and explaining policies, rules, regulations, and procedures. Must be a U.S. citizen due to security requirements for accessing SBI applications to which the person in this position must have access. This is a full-time position (40 hours per week) with Benefits. This position is required to perform on-call duties. Additional compensation beyond salary is provided for time spent on-call. Selected candidates will undergo and must successfully complete a comprehensive background investigation which includes: pre-employment polygraph examination; credit and arrest checks; interviews with associates, personal and business references; verification interviews of employers; verification of education achievement; urinalysis drug screening; and submission of fingerprints.
