Job Description

Lead Operator Great opportunity for experienced, qualified lead water operator with both Treatment 2 and Distribution 3 certifications. Advanced Journeyman level classification with supervision experience. Under general direction from the Chief Operator/General manager, the Lead Operator plans, organizes, directs and supervises field activities including operation and maintenance of the water treatment plan, transmission/distribution system and ancillary facilities. Coordinates activities and water production with others, including contractors and YLOA. Position offers opportunity for continued growth. Responsible for performing a full range of water utility duties including operation and maintenance of wells, booster pumps, tanks, pressure reducing valves, distribution mains, service connections, meters and SCADA. Position will initiate and terminate water services, conduct meter readings. The following is a list of major duties and responsibilities for this position along with certain supportive duties. It is not all-inclusive. Other duties and responsibilities may be added as needed and in addition, management, as appropriate may modify this job description. Essential Duties and Responsibilities are : Schedules leads and performs the installation, maintenance and repair of water distribution lines, valves, hydrants, meters and related infrastructure. Oversee water treatment processes and ensure compliance with local, state and federal water quality regulations. Conducts advanced troubleshooting and diagnostics on water system issues and coordinates appropriate corrective actions.. Schedules and performs routine system flushing, valve turning, pressure testing, and hydrant maintenance. Schedules the collection of water samples for laboratory analysis and interprets test results to identify potential system issues. Assists with the development and implementation of standard operating procedures and safety protocols. Provides training, guidance and field leadership to Operators Levels I, II and III. Prepares and maintains accurate records, logs and reports related to water usage, maintenance, and regulatory compliance. Interfaces with the public, contractors and other agencies regarding water service availability, shutdowns and repairs. Ensures timely response to emergency water system calls, including main breaks, leaks and service interruptions, during and after regular hours. Qualifies for standby duty. Ensures all work is performed in accordance with Cal-OSHA safety standards and organizational policies. Supervise and coordinate the use of heavy equipment such as backhoes, and valve exercising tools in support of distribution system maintenance and repair. Oversee traffic control procedures to ensure field crews operate safely and in accordance with Cal-OSHA and local regulations during maintenance and repair activities in public rights-of-way. Support and ensure proper field implementation of system flushing, valve turning and pressure testing programs, maintaining optimal system performance and reliability. Provide oversight and ensure compliance with field-based water sampling protocols, including coordinating with lab staff on result interpretation and regulatory reporting. Serve as a point of contact for public inquiries and contractor coordination during field operations shutdowns, or emergency repairs, ensuring clear communication and timely resolutions. Mentor and provide technical guidance to field-level staff such as Operators I, II, fostering workforce development and operational consistency. Assist in developing, updating, and enforcing standard operating procedures and safety protocols for both plant and field operating staff. Requirements Possession of, or ability to obtain, a valid Class C California driver's license before hiring. Must be insurable to operate a company vehicle before hire. High School Diploma or equivalent completion of the twelfth (12th) grade. An Associates of Arts degree in Water Science (or equivalent) is required. Five (5) years of experience with skill set and California driver license equivalent to or exceeding that gained as an Operator I, II and III. Possession of a valid California Water Treatment Operator T-2 Certificate at time of hire. and maintain thereafter as a condition of employment. Possession of a valid California Water Distribution Operator D-3 Certificate and maintain thereafter as a condition of employment. Advance working knowledge of applicable Federal, State, and local laws, codes, and regulations, such as Title 22 and Title 17 relating to potable water. Mid-level working knowledge of computer software programs related to work. Establish and maintain effective working relationships with those contacted in the course of the work.
Physical Requirements :
The position requires mobility to work in the field, including strength, stamina, and flexibility to perform medium to heavy physical labor in confined spaces, around machinery, and on ladders. Responsibilities include operating various hand and power tools, construction equipment, and accessing, entering, and retrieving data via computer or calculator. Fieldwork involves frequent walking in operational areas to identify hazards, as well as bending, stooping, kneeling, reaching, and climbing for inspections and tasks. Employees must be capable of lifting, carrying, pushing, and pulling materials up to 75 pounds, with proper equipment for heavier loads. Additionally, the role requires intermittent sitting while operating equipment, standing and walking during maintenance activities, and executing fine motor tasks such as grasping, pushing, pulling, and manipulating tools. Climbing onto heavy equipment for testing or inspection is necessary, with the ability to lift or carry up to 50 pounds as part of routine duties. Vision, hearing, and speech capabilities are essential for reading materials, working with computer screens, and communicating in person or via telephone or radio.

$50 - 64 per hour
