Job Description

Property Maintenance Officer Hempfield Township Board of Supervisors 1132 Woodward Dr, Greensburg, PA 15601 From $18 an hour - Part-time From $18 an hour - Part-time
ESSENTIAL DUTIES & RESPONSIBILITIES
Perform general administrative tasks including staffing of the public counter, ordinance and code enforcement and prepare reports. Educate the public on International Property Maintenance Code and Township Code requirements. Patrol the Township to identify and evaluate the problem areas and/or ordinance violations and determine proper method to resolve violations. Receive and respond to citizen complaints and reports from agencies and departments on alleged violations of Township zoning and related municipal codes and ordinances; perform investigation of complaints and reports and provide recommendations for resolution. Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs. Prepare documentation and exhibits in support of legal actions taken by the Township, appear in court as necessary, and testify at hearings and in court proceedings as required. Provide support and assistance to other members of the department as needed and collaborate with other members of the Township Staff as required. Work with the Township's third-party code provider to delivery building, code, and life safety inspections as needed. Participate in committee work for the department and/or Township as deemed appropriate by the Chief Building and Zoning Officer and/or Township Manager. Provide other services and perform other tasks as requested or assigned by the Chief Building and Zoning Officer and/or Township Manager.

Hand-eye coordination is necessary to operate computers and various pieces of office equipment. The employee is occasionally required to climb, balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.

EDUCATION & EXPERIENCE
A minimum of a high school diploma or GED. Requires some experience in code enforcement or related field. Consideration may be given to any equivalent combination of education, management, and/or field experience.
NECESSARY KNOWLEDGE, SKILLS & ABILITIES
The individual must possess the following skills and abilities or be able to demonstrate that they can perform the essential function of the job, with or without reasonable accommodations, using some other combination of skills and abilities: Must obtain International Code Council Property Maintenance Certification within sixty days of employment. Ability to maintain a good working relationship with the general public and Township officials. Ability to express ideas clearly and concisely both orally and in writing. Must possess a valid Pennsylvania Driver's license and the ability to travel. Must obtain all Pennsylvania Act 153 Child Abuse Clearances prior to employment. Must obtain CPR and First Aid Certifications. Ability to handle multiple tasks at one time, and devise solutions to immediate problems without much time for consideration. Skills in operating a personal computer with a general understanding of word processing, spreadsheet preparation, database development, file maintenance, and the ability to learn other computer applications. Understanding of the English Language. The Property Maintenance Officer is responsible to perform a variety of technical duties in support of the Township's code enforcement program, including monitoring and enforcing a variety of applicable ordinances, codes, and regulation mainly in the area of the International Property Maintenance Code.
