Job Description

The Position:
Under general supervision, performs a variety of manual and semi-skilled tasks related to the upkeep, maintenance, and repair of water and related facilities. Responsibilities include maintaining grounds and irrigation systems, performing building and facility maintenance and painting, and coordinating with vendors and contractors. Performs other related duties as assigned.
Distinguishing Characteristics:
Water Utility Maintenance Worker I (UM I) This is a full-time, working-level position responsible for performing a variety of maintenance and repair duties involving standard trades, including carpentry, painting, electrical, plumbing, and landscaping. Duties include maintaining and repairing water lines, manholes, pumping stations, and related infrastructure. Employees operate water equipment as assigned and may work independently or as part of a team. Work is performed according to established guidelines, with supervision available for non-routine tasks or when clarification is needed. This position does not supervise other employees. Water Utility Maintenance Worker II (UM II) This is a full-time, experienced working-level position responsible for performing more complex maintenance and repair duties involving standard trades, including carpentry, painting, electrical, plumbing, and landscaping. Duties include maintaining and repairing water lines, manholes, pumping stations, and related infrastructure. Employees operate water equipment as assigned and may work independently or as part of a team. Work is performed with greater independence within established guidelines, with supervision available for non-routine situations. This position does not supervise other employees and requires additional experience and certifications compared to UM I.
Essential Functions:
Perform water system maintenance, repair, and construction activities, including locating, excavating, and repairing water lines and related facilities. Inspect, test, and operate valves, fittings, and distribution equipment. Operate trucks, backhoes, jackhammers, and other construction equipment. Perform plumbing, carpentry, concrete, asphalt, painting, groundskeeping, and weed abatement work at District facilities. Set up traffic control and maintain safe work areas. Perform routine vehicle and equipment maintenance, maintain records, assist with training less experienced staff, and respond to other operational needs as assigned.
Knowledge of:
Equipment and procedures involved in the installation, maintenance, and repair of water system facilities; related laws, ordinances, rules, regulations, policies, and procedures.
Ability to:
Meet the physical, mental, and environmental demands of the position with or without reasonable accommodation. Perform a variety of construction, routine repair, and maintenance tasks. Work under routine and emergency conditions, sometimes in severe weather. Work efficiently and safely with others. Understand and follow instructions and directions. Perform a wide variety of physically strenuous tasks. Respond to public inquiries and complaints in a tactful and courteous manner. Safely operate heavy construction and repair equipment. Operate and properly repair valves, fittings, and hydrants. Read and understand atlas maps, blueprints, charts, and gauges. Assist in training personnel. Maintain records. Maintain and repair equipment and tools. Meet the physical requirements established by the district. Utilize safe work practices.
Qualifications:
Education and Experience:
Experience:
UMI - One (1) year of experience performing facilities maintenance work that required some use of multiple building trade skills. UMII - Four (4) years of experience performing facilities maintenance work that required some use of multiple building trade skills.
Education:
Equivalent to graduation from the twelfth grade. Additional course work in water-related topics such as cross-connection, water treatment, and water distribution are highly desirable.
License and Certification:
Certificate:
Utility Maintenance Worker I:
Current California State Water Resources Control Board (SWRCB) Grade 1 Water Distribution Certification is preferred. Must obtain an SWRCB Grade 1 Water Distribution Certification within the first year of employment.
Utility Maintenance Worker II:
Current California State Water Resources Control Board (SWRCB) Grade 2 Water Distribution and SWRCB Grade 1 Treatment certifications.
License:
Possession of a valid California Driver s License (Class C) with a safe driving record is essential. A Department of Motor Vehicle Class B with Hazmat endorsement is highly desirable. Must obtain a Department of Motor Vehicle Class A within first year of employment. Possession of or ability to obtain certification from District provided CPR/First Aid Training.
Working Conditions:
Physical, Mental & Environmental Requirements Employees work in both indoor and outdoor environments and may travel between work sites. The position may involve exposure to noise, dust, grease, smoke, fumes, gases, electrical currents, chemicals, water, and inclement weather. Employees may work or walk on slippery, uneven, sloped, or rough surfaces. The position requires the ability to stand, walk, stoop, bend, kneel, squat, reach, twist, push, pull, lift, and carry up to 50 pounds. Employees must be able to operate assigned equipment and vehicles and use sufficient hand and finger dexterity for tools and equipment. The position may require lifting and relocating manhole covers or 10-inch fire service/backflow prevention assemblies weighing up to 50 pounds without assistance. Employees must be able to work independently, respond effectively to emergencies and changing priorities, interpret codes, regulations, policies, and schematics, analyze problems, exercise sound judgment, and communicate effectively with coworkers and the public. Employees must have sufficient vision and hearing to safely perform essential job functions, with or without correction. Special Requirements May be required to work overtime, weekends, holidays, or other non-scheduled hours as needed. Must meet
CAL/OSHA
respiratory protection requirements. Must be willing to participate in 24-hour emergency response, respond to after-hours emergencies, and carry a cell phone as required.
