Assistant Building Maintenance Superintendent/CO Pay Dependent on
Qualifications Job Summary:
Serves as Assistant to the Division Superintendent and is responsible for day-to-day operations. Assigns and coordinates the activities and staff of the Hall County Buildings Maintenance Department. Responsible for the efficient use of the County s maintenance and operations resources as it pertains to assigned facilities, their structures, grounds, and plant equipment systems and sections (Plumbing, Electrical, HVAC ECT.) Responsible for project management and oversight of all County infrastructure projects. In the absence of the Building Superintendent, serves as the Division Superintendent for all decisions and activities within the division.Essential Functions and Responsibilities:
Assists the Division Superintendent in planning and managing project maintenance and repair of assigned buildings, grounds, and equipment, including air conditioning, heating, and plumbing systems. Coordinates and assists in maintenance efforts of departments that have their own maintenance apparatus. Assists the Division Superintendent in coordinating maintenance and repair activities by managing and maintaining a competent skilled, trade oriented work force of proper scope, experience and disciplines; i.e., plumbing, electrical, HVAC, refrigeration, food service, to facilitate this work. Responsible for project management and oversight of capital projects involving infrastructure, new construction, and renovations to assure quality of work and compliance to specifications. Plans, specifies, and coordinates work performed by Skilled Trades Contractors when required, and monitors all outside work for quality and compliance to specifications. Directs plans and coordinates the overall facilities operations component of assigned buildings, including custodial, grounds keeping, and utilities by utilizing in house operations staff and private contractors. Assures quality of work and compliance to specifications in operations contracts. Works with Division Superintendent, to interviews, make hiring recommendations, plan and assign work, and review and evaluate performance of subordinates. In conjunction with the Division Superintendent, maintains job results of maintenance staff by coaching, counseling, and disciplining employees and by planning, monitoring and appraising job results. Assists in developing the departmental budget; monitors expenditures to ensure proper use of funds; may administer and approve purchases within County guidelines. Determines need for contract services; contacts contractors and monitors their performance, quality of work, and compliance to specifications. Maintains inventory of facilities, plant equipment and systems in a broad database, which tracks costing information assignable to multiple cost centers. Develops programs that provide cost savings to the County in areas such as Hall County s Backflow Program and the Hall County refrigerant recycling program. Maintains departmental financial records to allocate maintenance, repairs, and operations costs to the appropriate cost center. Projects earliest replacement date for all facility plant equipment; makes recommendations to Administration regarding timely replacement. Completes requisitions for materials needed for maintenance and repair activities, including toilet items, chemicals, mechanical, plumbing, and electrical supplies; picks up items from local suppliers as required. Reviews proposals, specifications, and requests as directed by Administration. Regular and predictable attendance is required. Performs other related duties as required.Materials and Equipment Used:

Certification (or must become a certified correctional officer within 6 months) Valid Class I State of Georgia Drivers licensePreferred Qualifications:
Associates Degree in Facilities Maintenance or Facilities Management Project Management (PMP) certification Certification in Building Systems and Technology Any equivalent combination of education and experience that provides the minimum level of qualifications stated above.Knowledge, Skills, and Abilities:
Knowledge of construction, as well as electrical, plumbing, and HVAC systems. Knowledge of local building, electrical, plumbing, HVAC, and mechanical codes. Knowledge of computer office systems, word processing, spreadsheets and the management of databases, and database queries. Broad knowledge of a variety of tools, gauges, metering devices etc. pertinent to maintenance and operations work. Knowledge of the principles and practices of sound budget development and management. Ability to prioritize tasks and projects in a manner that ensures both emergencies and routine maintenance needs are covered. Ability to communicate effectively, both orally and in writing. Ability to schedule and supervise subordinate staff. Ability to read and interpret building plans, specifications and blueprints. Ability to perform minor repairs.ADA Minimum Qualifications:

Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Additionally the essential functions continuously require that incumbents be on-call, direct others; handle confidential information; stay organized; and use math/calculations. Essential functions frequently require the ability to remain in a stationary position (sitting/standing); move oneself about the job site by walking; ascend and descend ladders, stairs, and ramps; maintain body equilibrium to prevent failing when walking, standing, crouching or navigating narrow, slippery or erratically moving surfaces; repetitively use hand/arms/legs; grasp items; and move/transport items weighing up to 10lbs. Additionally the essential functions frequently require that incumbents work irregular hours; use a keyboard/type; maintain stamina during the workday; and meet deadlines. Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, twisting at the waist, hips or knees; move oneself by crawling on hands and knees; reach overhead; position oneself by crouching/kneeling; push or pull items; and move/transport items weighing between 11lbs and 50 lbs. Additionally the essential functions occasionally require that incumbents to attend work related meetings and trainings and operate equipment.Sensory Ability:
Essential Functions require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use tools and equipment.Environmental Factors:
Incumbents frequently work with others. Essential functions are occasionally performed with exposure to adverse environmental conditions, including inclement weather; extreme hot or cold temperatures; risk of bodily injury from hazards including biological, chemical; electrical; sharp objects/tools, and heavy machinery; falling from high or exposed places, and falling objects; constricted spaces; fumes, gasses, odors, dust, grease, oil and mud; wet or slippery floors or surfaces; moving mechanical parts; hot temperature devices including burners and flame torches; excessive noise; and vibration. Incumbents must occasionally work alone.
