Job Description

The City of Hitchcock is seeking qualified applicants for the position of Equipment Operator & Street and Drainage Maintenance Worker. JOB SUMMARY
The overall purpose and general responsibilities of the job. Provides manual and semi-skilled work in the maintenance and repair of the City streets, including street signs; grounds maintenance, including mowing and trimming public areas; assists with utility repair and construction; and performs other related duties as assigned.
ESSENTIAL JOB FUNCTIONS
The fundamental duties and tasks that define the job. (The following examples are intended to be illustrative and are not intended to be all inclusive.) Repairs and maintains streets, storm drains, and related structures. Repairs street surfaces by cutting or removing loose materials, hand sweeping, and spraying tack coats.
Repairs potholes:
dumps, spreads, shovels, rakes, tamps, and rolls asphalt for street patching and resurfacing. Installs, maintains, and replaces street signs, traffic signs, and/or other types of signs for City departments; cleans and maintains existing signs. Performs ground maintenance duties, such as mowing and trimming public areas, clearing weeds and brush. Provides traffic control for construction activities. Maintains City right-of-ways; mows and trims weeds and applies pesticides, as necessary. Operates power tools, light construction equipment, ground maintenance equipment, backhoe, and truck. Cuts and grades open channels. Cleans all drainage infrastructure in the right-of-way of debris. Dig, shoot grades in ditches, and install culverts. Digs, shovels, hauls, loads, and unloads soils, sands, asphalt mixes, and other materials. Cleans, organizes, and maintains tools and equipment. Inspect and restore equipment fluid levels, including oil, fuel, water, and transmission fluid; lubricate equipment as needed; report the need for repair. Complete daily work log and work orders. Adheres to safety regulations, including wearing personal protective devices when required, erecting proper barricades and signage, and using proper equipment and materials. Maintains a clean, safe work environment. Picks up and disposes of trash, brush, and dead animals. Fills out a daily log of various work activities completed, Performs daily work orders as assigned. Performs related duties as assigned.

Nature of contacts, external relationships, and internal relationships. Provides general information. Communication is primarily face-to-face, via telephone, and through written correspondence.
Internal Contacts:
Frequent contact with departmental personnel.
External Contacts:
Occasional contact with the general public.
RESPONSIBILITY
Supervision received and level of independence. Primary responsibility for street and drainage maintenance.
DIFFICULTY
Judgment, initiative, and decision-making. Judgment is necessary in selecting appropriate established guidelines to follow. Significant deviations require prior approval.
GUIDANCE
Supervision received and level of independence. Employees receive direction when performing the essential job functions.
WORKING CONDITIONS
Working environment and other conditions of employment. Working conditions are primarily outside in all weather conditions.

Qualifications:
JOB REQUIREMENTS
EDUCATION
AND EXPERIENCE
Minimum requirements for formal education and job-related experience. Work requires the ability to read and understand written instructions, to understand simple processes, and to operate machines routinely. The minimum level of knowledge shall be four years of high school with a diploma or equivalent, with two years of street and ground maintenance experience; or an equivalent combination of education and/or related experience is preferred. Must secure and maintain a favorable background investigation and drug test. May be required to work more than 40 hours in a work week. Must be able to pass pre-employment drug screening, background check, and physical exam. Subject to after-hours call-out for emergency situations.
SKILLS, KNOWLEDGE, AND ABILITIES
Utilized in the performance of the essential functions of the job. Ability and skill in operating and maintaining a variety of hand and power tools and equipment used in street and ground maintenance. Skill in the operation of mechanized equipment as required by the position. Proficient in the use of materials, tools, and equipment commonly used in a street and ground maintenance environment. Knowledge of hazards and safety measures as they apply to the type of work being performed. Ability to perform heavy physical labor as required by the job. Ability to read and work from maps, sketches, manuals, and specifications. Ability to communicate verbally and in writing. Ability to perform all physical requirements of the job. Ability to establish and maintain cooperative working relationships with those contacted in the course of work. License and certification Valid Class C Texas Driver s License, with acceptable driving record Ability to obtain a Vector Control and Herbicide Applicator License within 12 months of service.
PHYSICAL DEMANDS
The physical requirements associated with the performance of Essential Job Functions. Physical requirements include carrying/lifting 40 lbs. and occasionally pushing/pulling up to 75 lbs.; visual acuity, speech and hearing; hand eye coordination and manual dexterity necessary to operate small hand tools, construction equipment; subject to standing, sitting, walking, climbing, bending, crawling, squatting, kneeling and working in cramped and strained positions for long periods of time to perform essential job functions.
