ABOUT THE POSITION
The Riverside County Fire Department is seeking an Administrative Services Manager II in Perris. The incumbent will plan, organize, and direct the daily operations of a large warehouse. The Administrative Services Manager II will manage inventory controls and develop processes and procedures for an efficient working environment. Additionally, the incumbent will prepare and maintain the center's budget and establish and monitor fiscal and inventory controls. The department is seeking applicants with demonstrated experience within government/county agencies, including supervisory and/or management experience in logistical processes within a fire department, along with procurement and experience with large budgets ($1,000,000 or more). Candidates with experience developing contract and vendor relationships are highly desired and encouraged to apply. This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives. Meet the Team! The Riverside County Fire Department (RCFD) is one of the largest integrated, cooperative, regional fire protection organizations in California. The Department, a unique partnership between State of California Department of Forestry and Fire Protection (CAL FIRE) and the County of Riverside, serves 20 partner agencies and has five core values: Leadership, Competence, Integrity, Safety, and Customer Service.
EXAMPLES OF ESSENTIAL DUTIES
Plan, organize and direct the daily operation of a large warehouse having a wide variety of mechanical parts, materials, supplies, tools, and equipment.; design and organize warehouses to maintain the most effective layout; inventory goods; plan routes and process shipments; direct, optimize and coordinate full order cycle; coordinate distribution of goods; utilize computerized systems to manage logistics and inventory; maximize stock turnover and minimize stockouts; ensure facilities are maintained, orderly, clean, and safe. Assist with establishing and accomplishing long-range goals of the supply services operation. Prepare and maintain the Center's budget; establish fiscal controls and monitor expenditures; evaluate warehouse operations and cost data to identify issues and trends and make adjustments to services and/or staffing in order to increase efficiencies. Analyze inventory and supply operations; develop plans and procedures to implement effective space utilization; maximize stock turnover and minimize stockouts.; ensure compliance with applicable rules, laws, ordinances, government codes, and regulations; research new or change to existing legislation and enforce adherence to requirements; advise management of changes. Direct the delivery service; supervise and coordinate the moving of office equipment, furniture and supplies between facilities; coordinate the redistribution and disposal of county surplus property. Represent supply service operations; interface with Department Stations, divisions and other public agencies to identify user needs, develop strategies to meet those needs and follow up to ensure customer satisfaction; work closely with Fire Department personnel in contracting inventory and supplies. Supervise, interview, select, and train subordinate personnel; establish work priorities and inspect work for accuracy and completeness. Define necessary service levels such as delivery times, destination, pricing, and discounts; confer with vendors to ensure product quality and consistency; resolve problems such as damaged goods, delivery delays, incorrect products, billing and payment errors, and resolve issues arising from complaints. Prepare reports and correspondence; perform statistical operational analyses which include but not limited to truck routing and order pulling. Coordinate emergency purchases during fire incidents; plan, coordinate, and supervise the delivery of specialized emergency support supplies and equipment; schedule on-call staff and ensure appropriate levels of coverage for emergency response units. Oversee the issuance of all department personal protective gear including structure and wildland gear, ballistic and active shooter equipment, and dual-compliant uniforms; supervise the inspection and testing of all department safety gear and equipment. Make decisions regarding the disposition of surplus property; track all surplus property. Act as a member of the department's management team; participate in the development and implementation of operational and administrative policies; participate in the development of new programs to facilitate long and short-term strategies and financial plan objectives; coordinate activities with other divisions, departments, public entities, and agencies in order to ensure that administrative and fiscal objectives are achieved.
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, information services, finance, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience:
Three years of professional administrative experience, which must include a minimum of two years providing supervision to staff performing administrative functions.
Knowledge of:
Principles and practices of supervision; principles of public and business administration; organization, fiscal management and personnel management; budget preparation and control; administrative problems involved in operating a governmental department with several subdivisions and programmatic areas; methods and techniques for conducting analytical studies of administrative and management practices; legislative processes of the County, state and federal governments; practical application of computers and peripheral equipment.
Ability to:
Develop and install new methods and procedures; direct a program of organizational and procedural analysis and put into practice effective improvements; perform budget analysis, preparation and monitoring; research, analyze and make recommendations on administrative, management and procedural practices; maintain cooperative and effective working relationships; plan, organize and direct the work of an administrative organization; prepare clear and concise written and oral reports; make effective presentations of conclusions and recommendations orally and in writing; direct, supervise, train, and evaluate performance of subordinate employees; effectively delegate responsibility.
