Requires experience in a Federal Railroad Administration regulated environment. Under general direction, the Vehicle Maintenance Superintendent plans, organizes, oversees, coordinates, and manages the staff and operations of vehicle maintenance services in the Vehicle Maintenance division; oversees the delivery of inspection, preventive maintenance, repair, and modification of Diesel Multiple Unit (DMU) revenue vehicles and associated shop equipment to ensure effective performance of vehicle maintenance functions; manages the effective use of resources to improve organizational productivity and fleet reliability; provides complex and responsible support to the Vehicle Maintenance Manager in areas of expertise; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Vehicle Maintenance Manager. Exercises direct supervision over technical and supervisory staff. Acts in the absence of the Vehicle Maintenance Manager as required.
CLASS CHARACTERISTICS
This is the second-level supervisory classification responsible for assisting in planning, organizing, and supervising the staff, operations, and activities in the District's Vehicle Maintenance division. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities, which include budget administration, program evaluation, and recommendation and implementation of policies, procedures, goals, objectives, priorities, and standards related to DMU vehicle maintenance operations to ensure revenue vehicle service is delivered in a safe, reliable, and efficient manner. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires considerable independence, initiative, and discretion within broad guidelines.

Ø Plans, manages, and oversees the daily functions, operations, and activities of the Vehicle Maintenance Division, including preventive maintenance, corrective repair, modification, inspection, cleaning, fueling, and warranty administration of DMU revenue vehicles. Ø Participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends appropriate service and staffing levels within policy; recommends and administers policies and procedures. Ø Participates in administration of the division budget, including staffing, equipment, materials, and supplies; ensures compliance with budgeted funding. Ø Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships. Ø Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; may recommend and implement discipline and termination procedures. Ø Provides direction to District staff during vehicle failure investigations, unplanned service disruptions, and emergency situations, including coordination with the Transportation Department. Ø Evaluates vehicle maintenance efficiency and reliability by reviewing and analyzing daily logs, work orders, failure reports, and data from the District's maintenance management system; initiates corrective actions as needed; reports findings, alternatives, and recommendations. Ø Ensures compliance with all inspection and servicing requirements of the Federal Railroad Administration (FRA) and California Public Utilities Commission (CPUC); maintains records of all mandated actions available for inspection by external agencies and District management. Ø Oversees implementation of the District's FRA Qualified Maintenance Personnel program under 49 CFR 238.109, including training documentation, certification records, and Hours of Service compliance under 49 CFR Part 228. Ø Develops, reviews, and modifies vehicle maintenance training programs, including lesson plans, training documentation, and classroom and hands-on instruction, in coordination with and subject to review and approval by the Vehicle Maintenance Manager. Ø Coordinates with outside vendors, contractors, and original equipment manufacturers to procure parts, initiate repairs, and administer warranty claims. Ø May perform the duties of Vehicle Maintenance Supervisor as required. Ø Assists in the investigation of safety violations, industrial injuries, accidents, and reported discrepancies or unsafe conditions; performs root cause analysis and develops recommendations to mitigate recurrence; implements corrective actions as approved. Ø Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services. Ø Conducts various organizational and operational studies and investigations; recommends changes to assigned programs, policies, and procedures, as appropriate. Ø Serves as a liaison for assigned functions with other District departments, divisions, and outside agencies. Ø Attends and participates in professional group meetings; stays abreast of new procedures, trends, and innovations in vehicle maintenance operations and related equipment; researches emerging products and enhancements and their applicability to District needs. Ø Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval. Ø Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action. Ø Maintains and establishes working and official files, databases, and records. Ø Ensures staff compliance with District and mandated safety rules, regulations, and protocols. Ø Performs other duties as assigned.
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
Ø Equivalent to an associate degree with major coursework in business administration, engineering, vehicle or equipment maintenance, or a related field. A bachelor's degree is preferred.
Experience:
Ø Six (6) years of increasingly responsible experience in vehicle maintenance and repair operations in an FRA-regulated rail environment, including two (2) years in a lead or supervisory capacity.
Licenses and Certifications:
Ø Possession of a valid California Class C driver's license, to be maintained throughout employment.

Ø Maintenance management system principles and practices, including work order management, asset tracking, and preventive maintenance scheduling. Ø Complaint resolution procedures. Ø Oversee and coordinate the performance of preventive maintenance, corrective repair, and inspection work on DMU vehicles across multiple maintenance shifts. Ø Conduct investigations; resolve maintenance problems and issues within vehicle maintenance operations. Ø Use prudent judgment and common sense in making quick, safe decisions and adapt to constantly changing operating environments. There is a 12-month probationary period following appointment to this position.
