Job Overview:
We are seeking a skilled and experienced Maintenance Supervisor to oversee the maintenance operations within our public housing properties. The ideal candidate will possess a strong background in residential property maintenance and facilities management, with the ability to manage a team effectively. This position plans and organizes the maintenance tasks to maintain quality and safe housing environments. The maintenance supervisor is responsible for resolving tenant-related issues, including assisting with evictions and reporting lease infractions to the manager. Additionally, the role also involves providing maintenance related training to tenants and participating in resident council meeting to foster a collaborative community environment. The role has supervisory duties to ensure all maintenance tasks are performed effectively and efficiently.
Essential Duties:
Prepares, monitors and oversees an annual budget to accommodate the work plan. Makes budget revisions as needed. Develops annual work plan for maintenance to include recommendations to staffing levels to implement plans. Oversees budget with regards to cost of materials, labor, and equipment needs. Supervises, directs, trains, and monitors maintenance crew in all areas of maintenance. Develops employee's Performance Enhancement Program ("PEP") plans and conducts performance evaluations in the established time frame. Trains employees in relevant maintenance procedures. Develops and implements preventive maintenance and inspection programs. Develops goals for area and ensures that staff understands goals. Ensures compliance with all policies and procedures in accordance with Housing and Urban Development (HUD) and Public Housing Assessment System (PHAS). Determines objectives and strategies for assigned areas; monitor and evaluate the progress and outcomes of plans and projects. Provides clear instructions to staff ensuring a variety of work-related forms are completed accurately and efficiently. Organizes and schedules work tasks effectively while providing supervision to ensure tasks are completed in a timely manner and correctly. Responsible for after hours and emergency calls. Creates internal and external correspondences and interpret data as necessary. Controls and maintains inventory of stock and non-stock items assigned to area. Generates requisitions for all stock and non-stock maintenance items as well as all extraordinary maintenance work. Performs move in and move out inspections; meets with manager daily to establish vacancy priority list and review progress and anticipated completion dates. Resolves tenant related problem which includes but is not limited to assisting with evictions and reports infractions of the lease to the manager. Ensures staff timesheets are accurately completed and approves leave and overtime slips. Responsible for building and vehicle security to include security of vacant units in the assigned development. Maintains HDCP requirements and standards. Provides backup support to residential property manager and other site staff when necessary. Other duties as assigned.
MINIMUM QUALIFICATIONS
Education:
High school diploma or equivalent. A combination of appropriate education and experience may be substituted for the minimum qualifications.
Experience:
Minimum of five (5) years' experience in the building maintenance trades to include carpentry, painting, plumbing, flooring, electrical, HVAC, gas and building maintenance. Must have basic knowledge of residential and commercial building maintenance techniques, methods and applications. Experience in drywall, roofing, fencing, kitchen appliance repair, Lead Based Paint ("LBP")/ asbestos preferred. Experience in building, health, safety and fire codes preferred. Experience in public housing maintenance requirements and standards preferred. Must be proficient in MS Suite applications to include excel, Word, and Outlook and other database experience. Certifications:
Maintains a building industry license or certificate or gas service certificate or higher as provided through the City and County of Denver. Valid Colorado driver license. Maintain driving record in accordance with the Personnel Policy.
Working Conditions:
Primarily operates within an office environment but is subject to varying and unpredictable situations. May be required to visit and inspect properties, as well as monitor various aspects of property management. Frequent exposure to all weather conditions. Potential exposure to mechanical hazards and harmful substances such as noxious fumes, paints, and solvents. Exposure to dusty, dirty, and noisy conditions May experience challenging periods resulting from long or irregular hours, high work volume, and urgent deadlines.
