Exempt Position Summary The Road Superintendent is responsible for planning, directing, and supervising all operations of the Miller County Road Department. This position oversees road maintenance, drainage improvements, equipment operations, employee supervision, project management, budgeting, and emergency response activities. The Road Superintendent ensures county roads, rights-of-way, bridges, culverts, and drainage systems are maintained in a safe and efficient manner for the citizens of Miller County. Essential Duties and Responsibilities Administration and Management Direct and supervise all Road Department personnel. Develop daily, weekly, and long-range work schedules. Establish priorities for road maintenance and improvement projects. Prepare reports, budgets, and operational plans. Attend meetings of the County Manager and Board of Commissioners as required. Respond to citizen complaints and service requests. Ensure compliance with county policies and procedures. Road and Drainage Maintenance Oversee grading, resurfacing, and maintenance of county roads. Plan and coordinate ditching and drainage improvement projects. Supervise installation and maintenance of culverts and stormwater infrastructure. Ensure proper maintenance of road shoulders and rights-of-way. Conduct inspections of roads, bridges, culverts, and drainage systems. Recommend improvements and repairs to county infrastructure. Personnel Supervision Hire, train, evaluate, and discipline employees. Assign daily work activities and monitor productivity. Conduct employee performance evaluations. Promote a safe and professional work environment. Ensure employees receive required safety training. Equipment and Fleet Management Oversee operation and maintenance of heavy equipment and vehicles. Monitor equipment usage and repair schedules. Recommend equipment purchases and replacements. Maintain inventory of supplies, parts, and materials. Financial Management Assist in preparing and managing departmental budgets. Monitor expenditures and control costs. Obtain quotes and coordinate procurement activities. Maintain accurate records of projects, labor, and equipment usage. Safety and Compliance Enforce OSHA and workplace safety regulations. Ensure compliance with federal, state, and local laws. Investigate accidents and implement corrective actions. Maintain departmental safety programs. Emergency Response Coordinate road department response during severe weather, flooding, hurricanes, tornadoes, and other emergencies. Provide personnel and equipment support to emergency operations. Participate in county emergency management activities. Minimum Qualifications Education High School Diploma or GED required. Associate degree in Public Administration, Construction Management, Civil Engineering Technology, or related field preferred. Experience Minimum five (5) years of progressively responsible experience in road construction, road maintenance, public works, or related field. Minimum three (3) years of supervisory experience preferred. Licenses and Certifications Valid Georgia Driver's License required. Georgia Commercial Driver's License (CDL) preferred.
Knowledge, Skills, and Abilities Knowledge Of:
Road construction and maintenance techniques. Drainage systems and stormwater management. Heavy equipment operations and maintenance. Public works operations. Budget preparation and financial management. OSHA safety regulations. Local government operations.
Ability To:
Plan and organize multiple projects simultaneously. Supervise and motivate employees. Read maps, plans, and construction drawings. Communicate effectively with employees, contractors, elected officials, and the public. Operate computers and standard office software. Make sound decisions under pressure and emergency conditions. Physical Requirements Frequently walk, stand, climb, bend, and lift up to 50 pounds. Work outdoors in varying weather conditions. Exposure to dust, noise, traffic, and construction environments. Ability to respond to emergencies outside normal working hours. Working Conditions The Road Superintendent works in both office and field environments and may be required to work evenings, weekends, holidays, and extended hours during emergencies or severe weather events. Salary and Benefits Salary shall be established by the Miller County Board of Commissioners based upon qualifications and experience.
