Primary Purpose of Organizational Unit:
The Income Maintenance section of the Vance County Department of Social Services includes the following units; (1) Adult Medicaid Recertification's and Long-Term Care; (2) Adult Medicaid Intake and Adult Transportation; (3) Child Support; (4) Family and Children's Medicaid; (5) Food and Nutrition Services (2 units); and (6) Support Services. These units have the responsibilities for administering the respective programs in accordance with Federal and State laws, rules and policies. The supervisor of each unit is responsible for the day to day supervision of their staff. This includes assuring that front staff are trained in program policies and monitoring the work of staff to assure compliance with performance standards. Each unit supervisor reports directly to the Income Maintenance Program Administrator I for the section.Primary Purpose of Position:
This is one (1) of (2) Income Maintenance Supervisor II positions with oversight of Income Maintenance Caseworkers performing intake and ongoing functions for the Food and Nutrition Services (FNS) program. Provides supervision of caseworkers assigned to taking applications and/or performing recertifications for the FNS program. Provides direction and leadership to staff to assure that program policies and procedures are followed in determining eligibility for the program in taking applications, making changes or completing recertifications. Performs coaching, training, monitoring and corrective action with staff in the unit. Assigns cases and manages workload assignments for staff in the unit. Manages client flow and utilizes reports and data to ensure that assistance is provided accurately and timely to applicants and recipients in accordance with Federal and State mandates. Provides data and information to Department leadership as to performance of the unit staff. Completes personnel evaluations and counsel's staff regarding any performance issues. Coordinates closely with the other supervisors in balancing and monitoring work flow and achieving program outcomes. Works as a team member with other unit supervisors and reports to the Income Maintenance Program Administrator I. This position accesses NC Fast and performs eligibility and enrollment functions. Work Schedule Standard office hours are Monday- Friday from 8:30 A.M.

DESCRIPTION OF RESPONSIBILITIES AND DUTIES
Manage the workflow of the unit. This includes assigning work and delegating responsibility, assures that staff workloads are balanced and that coverage of essential duties is performed during times of staff shortages. Coordinate closely with the other supervisors in planning and coordinating work assignments and flow of work. Assists the Program Administrator and DSS Director in interviewing and selecting candidates to fill vacant positions. Coordinate with staff development in assuring that staff receive training in program and policies and procedures. Provide coaching and guidance to new and experienced staff regarding work performance and provide counseling when necessary. Complete disciplinary action as needed in coordination with department leadership. Complete performance evaluations for subordinates as required. Maintain notes and documentation of staff performance, counseling and corrective action. Conduct regular individual staff conference and unit meetings, convey information to staff regarding policy changes or other agency directives. Monitor staff leave requests and leave time. Prepare and review daily reports regarding timeliness of FNS expedited and regular applications and recertifications. Perform second-party review of cases to assure accuracy and compliance with policy. Coordinate monitoring and training needs of staff with staff development. Review day sheets and timesheets regularly for accuracy. Communicate and meet regularly with NCDHHS program consultant regarding program performance and recommendations. Provide consultation to caseworkers regarding difficult cases. Handle complaints from clients and follow-up as needed. Provide data and information to DSS leadership as needed. Collaborate with supervisors and staff of other units at DSS regarding program or policy questions and supports communications and positive working relationships across the department. Communicate with representatives of community agencies and organizations regarding program policies and procedures while maintaining client confidentiality. Seek to promote a positive image of DSS in all interactions. Performs other duties as assigned by the agency director to include emergency duty and assisting with displaced children and adults. Plan for and implement a Disaster Supplemental Nutrition Assistance Program (DSNAP) when Vance County is designated to operate the program by Federal and State partners. Perform other duties and responsibilities as assigned by the Income Maintenance Program Administrator or DSS Director. This position accesses N.C. eligibility and enrollment functions.OTHER POSITION CHARACTERISTICS
1. Accuracy Required inWork:
Precision and accuracy when calculating figures in fiscal matters. Accurate interpretation of program policies, guidelines and changes in order to advise and support the work of staff. Data and statistics must be compiled and reported accurately. NC Fast case data and other client information must be accurately interpreted and understood. Review of timesheets and other reports. 2.Consequence of Error:
Improper guidance to staff could result in client eligibility for the program being inaccurately determined and overpayments. Inaccurate reporting of data could jeopardize the accuracy of the agency reports. 3. Instructions Provided toEmployee:
Supervisory training is provided through the agency. Policy manual and NC Fast guides. Consultation with NCDHHS program consultant, Vance County Personnel Policy Manual, DSS Handbook and from guidance of the Income Maintenance Program Administrator. 4. Guides, Regulations, Policies and References Used byEmployee:
Program policy and NC Fast policy and guidance materials. Vance County DSS policies, NC Fast Help Desk, administrative and Dear County Director Letters as well as change notices from the NCDHHS agencies. 5. Supervision Received byEmployee :
Employee is directly supervised by the Income Maintenance Program Administrator I. Regular conferences are held and also needed. 6.Variety and Purpose of Personal Contacts:
Daily contact with staff, clients, DSS leadership and other supervisors regarding workflow, policy questions, work performance, and other guidance and consultation. 7.Physical Effort:
Minimal physical effort is required. Arranging of equipment as needed for trainings and meetings. High level of energy to accommodate job expectations. 8.Work Environment and Conditions:
Employee works in a comfortable office environment. Some out of town travel may be required for training purposes. 9.Machines, Tools, Instruments, Equipment, and Materials Used:
Employee must be able to use a computer, calculator, copier, scanner, fax machines and other office tools. 10.Visual Attention, Mental Concentration, and Manipulative Skills:
Reviewing manual material, reports, records, information on NC Fast requires visual attention and mental concentration. Completion of reports, statistics, evaluations and other documents. May require walking, reaching and repetitive motions. 11. Safety forOthers:
Safe use of computers and other equipment. Assure that doors are closed/locked when leaving common areas as appropriate. Follow agency and county safety protocols. 12.Dynamics of Work:
Involves supervision of Income Maintenance Caseworkers, who are involved in the intake, processing and review functions. There is a strong need to assure compliance with Federal and State mandates for timeliness and accuracy and to keep up with policy changes. QualificationsKNOWLEDGES, SKILLS, & ABILITIES
Considerable knowledge of all income maintenance programs, forms, and documents used in determining eligibility. Considerable knowledge of the use of the income maintenance manuals. Considerable knowledge of needs, problems, and attitudes of disadvantaged persons. General knowledge of all agency programs and services. General knowledge of community services and programs which could affect the client/applicant. General knowledge of the budget process. Good mathematical, reasoning, and computational skills. Ability to instruct, organize, direct, and supervise lower level employees. Ability to learn basic supervisory/management skills. Ability to communicate effectively with workers, supervisors, applicants, and community agencies to obtain pertinent data and to interpret rules and regulations. Ability to present information orally and in written form. B.Required Minimum Training:
Three years of experience as a caseworker or investigator in an income maintenance program, preferably with one year of supervisory experience; or an equivalent combination of training and experience.Supplemental Information Please Note:
