BRIEF DESCRIPTION

The Road Foreman will direct, instruct, assist, and supervise a large road crew with in the Road Department, check methods and procedures, standards of performance, policies, discipline, and safety of workers. Road department is charged with the maintenance of county roads utilizing a variety of equipment and must have operating knowledge of all equipment used. Operate motor grader, grading various base materials maintaining and establishing road profiles to grades and blue tops. Hand operated tools are also utilized in the performance of this job. Employee must perform all duties with minimal supervision. Employee may be required to work irregular hours, attend job related meetings, be on-call, and perform other duties as assigned. Employee must comply with the safety guidelines of the County and complete and pass a new-hire physical and drug screen. No illegal drug use within the last three years. This position is subject to random drug and alcohol testing. The Road Manager/ Sr. Superintendent, Road Manager, and Landfill Manager all have equal authority to direct your work schedule at any time.

JOB REQUIREMENTS

High School Diploma or GED required. Five years' experience in road construction, maintenance and repair required. Must successfully pass criminal and employment background investigations. Eligibility to work in the U.S. verified thru E-Verify.

Must have, or ability to obtain, a current valid NM Class A Commercial Driver's License and be insurable by the County Insurance Authority.

MUST PROVIDE A CURRENT DRIVING RECORD

Must be able to consult effectively with Road Manager, listen to and follow verbal directions in English, read and understand written directions in English. Must be able to communicate, both orally and in writing, with co-workers and the general public.

Must have the ability to read and understand construction drawings, maps, establish and determine grade and slopes, maintain up-to-date technical knowledge of road repair, maintenance, construction and all local, state, and federal laws, rules, and regulations. Must have knowledge of the safe operation, maintenance, and application of equipment and tools required in road construction, environmental services, signage, and vector control. Minimum two (2) years supervisory experience in road construction required. Must be able to plan and direct the work of others, as well as own work. Must be able to make decisions using sound judgment which may affect the work activities and safety of others. Must evaluate subordinates and submit recommendations on personnel actions to the Road Manager

Employee must reside or acquire residency in the Carlsbad area within 45 days of acceptance of this position.

Must Comply with the Safety guidelines of the county using sound judgment which may affect the activities, property and safety of others.

Possess the ability to perform the essential duties in the working conditions and with the equipment, tools and materials listed. Must have mathematical knowledge and abilities in budget preparation and cost containment.
