At-Will appointed supervisory maintenance position, that serves at the will and discretion of the County Manager. This position is the highest level responsible for the operation of maintenance of all County buildings. Position is also responsible for grounds, budgets, cost estimates, requisitions and reports pertinent to the department and its staff members. Responsible for developing Chaves County's Preventative Maintenance Program and fully utilizing the maintenance management system software and building control systems. Tasks include but are not limited to: Responsible for keeping Public Services Director informed on all important and critical facility operation and maintenance issues and needs. Responsible for approval, development and organization of projects and procedures pertinent to County building and grounds maintenance. Supervise, assign, review, train and evaluate work of all staff members; plan and outline work for department; provide technical cost estimates and write specifications; coordinates, inspects and ensures compliance with plan specification building codes on all contracted work. Inspect facilities and grounds to determine maintenance and repair needs, review work orders and set priorities as well as interface with Public Services Director on complex controlled maintenance, capital outlay projects, space utilization, long range planning and preventative maintenance. Set priorities and scheduling repairs in accordance with budget limitations. Prepare departmental budget proposal and approving requisitions, prepare reports, maintain departmental supply and property inventory and department personnel records. Responsible for progressive disciplinary procedures within the department. Consult and maintain liaison with governmental partners, vendors, contractors, architects and engineers. Obtain bids, when necessary, following guidelines of the Chaves County purchasing policy. Plan with Public Services Director in areas of energy conservation, safety codes and handicap requirements. Responsible for overseeing training of departmental staff and assuring all repair hours and materials are inputted into maintenance management program. Member of the Chaves County Risk Control Program and work with Safety and Compliance Manager as required on OSHA and other safety related issues. Must report all employee accidents/incidents and complete Incident Reports per the loss control program. Responsible for issuing keys for all County buildings for which CCFM is responsible. Oversight of building control systems. Employee must have knowledge of County government functions and procedures; be familiar with state statutes and all County and departmental Policies. All other duties as assigned.
SUPERVISORY CONTROLS
This is a management position that is responsible for all operations, equipment and personnel of the Facility Maintenance Department. Must be able to direct, supervise and review work of subordinates. Work with Human Resources on employee discipline per County policy. This position receives general administrative direction and guidance from the Public Services Director and generally receives work assignments in terms of goals and objectives for specific functions and projects. Work is reviewed in terms of project results, budgetary compliance, functional efficiency and economy.
MINIMUM QUALIFICATIONS
Education/Training/Experience:
High school diploma or G.E.D., at least six (6) years' applicable experience in a multi-facility complex, minimum of four years supervisory experience.
Experience Substitution:
Any equivalent combination or relevant education and experience.
Licenses/Certification:
Valid N.M. driver's license with a good driving record. No prior DWI convictions within the last 48 months. Must pass annual Detention Center security and protocol training and adhere to New Mexico Detention Center safety standards. Must become proficient using Department's maintenance management software and building control systems within one year of hire. Ability to communicate orally and in writing in English.
DESIRED QUALIFICATIONS
Five years' experience in operation and maintenance management of federal, state, county or university facility. Bachelor's degree from an accredited college or university in engineering, plant management, public administration, or business administration.

Ability to supervise in a pleasant and efficient manner. Knowledge of business and personal computers, spreadsheets and maintenance management software and building control systems. Ability to assess and prioritize multiple tasks, projects and demands. Ability to write complete reports with clarity. Ability to read and understand plans and blueprints. Knowledge of and ability to use all equipment, hand and power tools. Knowledge of HVAC, painting, carpentry, plumbing, grounds keeping, electrical and custodial crafts. Ability to communicate effectively orally and in writing in English. Establish and maintain effective working relations with co-workers and the public. Ability to fill out reports and requisitions for purchase orders. Ability to work well with ever changing priorities and/or situations. Work independently using good judgment and decision-making skills. Employee must know and understand County Personnel Policy as well as all county and departmental policies pertinent to the position. Must be willing to hold personnel responsible for compliance with personnel policies through disciplinary actions when required. May require some out-of-town travel for training. Must be able to maintain an acceptable attendance record, be punctual and meet established deadlines.
PHYSICAL DEMANDS
The work is somewhat physical, occasionally requiring the employee to climb ladders, carry heavy items, walk, stand, and bend.
Lifting/carrying requirements:
26-50 lbs., 11-25 lbs. occasionally, 1-10 lbs. frequently. There may be some sitting comfortably to complete work. There may be some operation of a vehicle throughout the county, as necessary. Some local travel within the boundaries of Chaves County is required in the course of job performance. Talking, hearing and seeing are essential to the performance of the job. Common eye, hand finger dexterity exists. Mental application utilizes memory for details, verbal instructions, discriminating thinking.
Work environment:
Work for this position is generally performed indoors with some work outside. The work area is adequately lighted, heated, and ventilated and involves typical risks associated with an office environment that require normal safety precautions and safe work practices. The outdoor work surfaces are subject to wet or dry natural ground, uneven terrain, landscaped areas, or asphalt and concrete surfaces.
