Job Duties:
The Department of Public Utilities provides quality water and sanitary sewer services to Virginia Beach residents. Become a part of our dedicated workforce who provide these essential services. We are currently hiring for a Utility Mechanic Supervisor position within our Water Distribution team.
SPECIAL REQUIREMENTS FOR PUBLIC UTILITIES, OPERATIONS & MAINTENANCE
This is an on-site work assignment. Remote work/work from home is not offered for this position. Must be available to work evenings, nights, weekends, holidays, standby and overtime when required to meet operational needs. Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City's operational status. This position may require incumbents to wear and maintain appropriate personal protective equipment such as, but not limited to, steel toed shoes, hard hats, safety glasses, gloves, or other safety attire and equipment in designated areas of risk. Specific requirements will be determined and communicated by the employee's supervisor based on position assigned.
NOTE:
Possession of and maintaining a valid VA or NC Commercial Drivers License, Class A (CDL-A) with tanker endorsement is a requirement of this position and is non-negotiable. Responsibilities of the Utility Mechanic Supervisor in the Water Distribution bureau include, but are not limited to: Responsible for overseeing the daily operations of various types of potable and raw water maintenance and repairs including but not limited to fire hydrants, water mains, service lines, isolation valves, meters and detector checks, blow of valves, uni-directional flushing and valve maintenance. Assist crews in diagnosing complex and routine utility problems Ensures crews are following proper VDH and VOSH Standards and Environmental Regulations, and Standard Operating Procedures Ensures that the proper repair techniques are being used, and that tools, equipment, and materials are available to complete the repairs safely and efficiently Knowledge of computerized work order management and GIS mapping system Monitor automated work order system to ensure work activities are correctly documented and crews are tracking work timely and appropriately Participate in member training programs for Career Progressions and identify needs for staff training Complete performance evaluations and address disciplinary issues for 14-16 direct reports Review electronic timesheets daily for direct reports; approve and track leave as required, and approve timesheets bi-weekly in adherence with payroll deadlines Audit crew work orders and compare to AVL for accuracy Communicate with other Utility Mechanic Supervisor, Assistant Superintendent and Superintendent in scheduling and prioritizing work tasks for crews Operate and perform user maintenance on City licensed vehicles and equipment daily Respond to and resolve customer inquiries in a courteous and timely manner by email, phone, or in person Coordinate with other Public Utilities bureaus and divisions and outside contractors as needed Schedule crew members to rotationally work emergency standby on weeknights, holidays, and weekends Respond to emergencies on a 24/7 basis, in all weather conditions, including rotating supervisory standby covering nights, weekends, and/or holidays to ensure availability of adequate resources, employee supervision, guidance, and timely correction of issues Positions within this class have been designated as Alpha I positions, requiring employees to work during inclement weather, regardless of the City's operational status Performs other duties requiring skill, knowledge, and physical requirements determined by the Assistant Superintendent and/or Superintendent based on the current workload and the department needs
NOTE:
Possession of a Class A CDL with Air Brake and Tank Endorsements is a requirement of employment in this position and is non-negotiable. Class A CDL holders are provided a yearly $4,000 stipend ($153.85 per pay period

Minimum Requirements:
MINIMUMS
Any equivalent combination of education and experience equivalent to High school or G.E.D. plus five (5) years experience in utility maintenance and construction, including two (2) years in a supervisory capacity. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements.

  • Knowledge of regulatory standards and requirements of a municipal water distribution system
  • Working knowledge of a potable water distribution systems operation
  • Knowledge of computerized work order management system
  • Knowledge of utility marking standards
  • Knowledge of VDOT requirements for traffic control and safe work zone practices, and excavation safety
  • Knowledge of equipment, pumps, utility construction equipment
  • Experience supervising multiple crews engaged in multiple tasks
  • Experience operating heavy equipment and the ability to teach others safe operating practices

V RS Contribution:
