Exempt Description:
Under the direction of the Internal Services Director, this employee supervises and leads the Facility Maintenance Division which is responsible for the maintenance of all city buildings, as defined in the City-Owned Buildings Maintenance Policy. This includes performing a wide variety of supervisory and technical tasks related to facility maintenance as well as providing technical assistance to the department director.
Duties:
Organize, supervise, review, and participate in the operations and activities of the Facility Maintenance Division staff. Establish schedules and methods for providing facility maintenance services including identifying resource needs, allocating resources accordingly, and reviewing needs with appropriate management staff. Lead asset management program for City facilities. This includes, but is not limited to: Ensuring all facilities employees are trained in and actively using the City's asset management software. Working closely with Internal Services Engineering staff to ensure that all facility assets are accurately included and tracked in the software. Making sound asset management decisions for the City. Create and develop goals and objectives for the Facilities Division. Make recommendations for new policies and procedures, and for changes and improvements to existing standards, procedures, and practices, while ensuring compliance. Prepare and administer the facility maintenance budget, monitor expenditures, and ensure budget compliance for the Facilities Division. Submit budget recommendations and keep the director informed on any conditions affecting the Facilities' budget. Assist the Internal Services Department engineer in preparing and implementing the Capital Improvement Plan including developing plans, justification for capital projects, cost estimates, and project management. Monitor and control materials and equipment used by the Facilities Division including ordering inventory as needed. Ensure compliance with the City's procurement code and prepare any necessary documents and forms. Lead and coordinate training for Facilities staff in facility maintenance, safety methods, policies and procedures, and techniques including supporting and promoting all preventative maintenance and safety inspection programs for City facilities. Assist the department's contract administrator in the preparation of various contracts, Requests for Proposals (RFP), and other procurement efforts. Assist or take the lead in preparing required reports. Actively participate in relevant professional organizations to maintain awareness of new trends and developments in the field of facility maintenance and incorporate new developments into programs, as appropriate. Answer questions and provide information to customers, investigate complaints, and recommend corrective action as necessary to resolve complaints. All other duties as assigned.
Qualifications:
Bachelor's Degree from an accredited college or university in facilities maintenance, asset management, construction management, business management, engineering, or other related field. Three (3) years of increasingly responsible facility maintenance experience with one (1) year of lead supervisory experience. An equivalent combination of education and experience that demonstrates the required capabilities will be considered. Must possess a valid Utah Driver's License.
KNOWLEDGE, SKILLS, AND ABILITIES
Operations, services, and activities of a building maintenance, repair, and construction program. Experience with software systems used for asset management, Materials, methods, terminology, equipment, and tools used in the maintenance, repair, and construction of building structures and systems, including those used in performing rough and finished carpentry, plumbing, HVAC, electrical, mechanical, and painting work. Supervision, training, and performance evaluation. Basic principles and practices of municipal budget preparation and administration. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. Pertinent local, state, and federal laws, ordinances, codes, and rules. Perform complex maintenance duties and operate required equipment. Communicate clearly and concisely, both orally and in writing. Interpersonal relations to work effectively with employees, consultants, governmental agency representatives, contractors, City officials, and the general public.
Physical Demands:
Work is performed in an indoor and outdoor field environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions.

Primary functions require sufficient physical ability and mobility to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to climb heights on ladders; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 100 pounds; to operate assigned equipment and vehicles; and to verbally communicate.
