CREW SUPERVISOR C
  • COLLECTOR (WASTEWATER)
GENERAL STATEMENT OF RESPONSIBILITIES
Under limited supervision, this position is responsible for the supervision of a crew involved with major sanitary sewer maintenance, construction and inspections. Reports to the Operations Supervisor.
ESSENTIAL JOB FUNCTIONS
Plans, directs, schedules and assigns work orders and related activities involved in sanitary sewer maintenance to include force mains, gravity mains, laterals, valves, manholes and pump stations. Responsible for the effective supervision and administration to include staff development and training, performance management, employee relations, prioritizing and assigning work and related activities; advises staff on difficult issues and makes decisions on exceptional situations to manage and implement appropriate services and assistance; evaluates resource needs and manages the effective deployment of resources. Implements work processes and safety standards related sanitary pipe maintenance; maintains and monitors inventory of equipment, parts, tools and supplies; advises staff on difficult issues and makes decisions on exceptional situations to manage and implement appropriate services and assistance; calls in utility making instructions. Makes recommendations for changes and modifications to plans; ensures construction work in completed according to plans and code; attend pre-bid and pre construction meetings; prepares and reviews specifications for materials and equipment; and makes purchases and vendor recommendations. Provides cost estimates; evaluates resource needs and manages the effective deployment of resources; writes and inputs comments to work orders, service requests and quality assurance programs; conducts vehicle inspections; and responds to citizen inquires and complaints. Participates on departmental management teams to provide input into the development and implementation of special projects; conducts site visits with regulatory agencies, other localities and City departments; remains abreast of current statewide policy initiatives, best practices, legislative, regulatory, and policy developments that affect sanitary sewer operations. Operates heavy equipment to include backhoes and excavators. Performs other work as assigned.

REQUIRED KNOWLEDGE
  • Wastewater Operations
  • Knowledge of the principles, practices and procedures used in the maintenance, installation and repair of sewer systems related to sanitary and wastewater systems.
Knowledge of methods, material, tools and equipment used in maintaining and servicing sanitary sewer systems. Knowledge of the principles, practices and procedures used in maintaining and repairing storm drainage construction and equipment used in closed circuit camera inspecting and repair.

  • knowledge of occupational hazards and safety precautions associated with the installation and repair of sanitary systems and facilities.
  • Equipment Operation
  • Knowledge of the proper procedures for operating, inspecting and maintaining assigned equipment as related to sanitary system maintenance.

  • Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.

  • Thorough knowledge of principles and processes for providing customerservice.
This includes setting andmeeting quality standards for services and evaluation of customer satisfaction.

REQUIRED ABILITIES

Establishes priorities for the completion of work in accordance with sound time-management methodology. Attends and maintains a calendar for meetings, deadlines and events. EDUCATION AND EXPERIENCE
Requires a high school diploma and 3-5 years of experience in sanitary sewer or a related construction field and 1-2 years of supervisory experience or any equivalent combination of education and experience.
ADDITIONAL REQUIREMENTS
Requires satisfactory results from a pre-employment medical evaluation; pre-employment substance abuse testing and is subject to random alcohol and controlled substance testing. Requires a valid driver's license with an acceptable driving record, and must obtain Escort Vehicle Driver designation within 60 days of employment. Must obtain a Commercial Driver's License (CDL) permit prior to employment and complete the practical portion of the CDL test within 60 days of employment. Must successfully complete the required National Incident Management System (NIMS) Incident Command System Certifications, Virginia Responsible Land Disturbance Certificate of Completion, OSHA approved Trench and Excavation Competent Person Certification, the Virginia Department of Transportation (VDOT) Flagger and Intermediate Work Zone Traffic Control Certifications within one year of employment. The job is considered Essential Personnel and will be required to work during and following natural disasters and emergency situations.
PHYSICAL REQUIREMENTS
  • Tasks require the regular and, at times, sustained performance of moderately physically demanding work.
  • Some combination of climbing and balancing to include climbing ladders, stooping, kneeling, crouching, and crawling.
  • May involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
SENSORY REQUIREMENTS
  • Some tasks require the ability to perceive and discriminate sounds, depth, texture, and visual cues or signals.
  • Some tasks require the ability to communicate orally.

Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, weather, fumes, temperature and noise extremes, hazardous materials, machinery, vibrations, traffic hazards, toxic agents, animals/wildlife, water hazards, disease, or pathogenic substances.
