" The Transportation District Administrator 2 will report to the District 5 Maintenance Organization and perform the duties of the District 5 Equipment Supervisor. This position should exhibit expert level knowledge and have the ability to perform full- performance advanced level work administering highway maintenance programs of any level of complexity. Incumbent should be able to analyze and make appropriate decisions with limited supervision. Work is evaluated and reviewed according to organizational goals, regulations, feasibility, and effectiveness in reaching desired outcomes. Advanced supervisory, planning, and budgetary skills are essential to this position. All work is accomplished in accordance with established policies, procedures, guidelines, and standards developed by the Department of Transportation as well as national highway standards. Distinguishing factors include the limited level of direction and latitude for independent decision-making. Position may also supervise the work of other Transportation District Administrators. Performs other related duties as required.

• Plans and directs scheduled and unscheduled highway maintenance functions and programs within operating annual budget, including the securing of materials and equipment.
• Ensures maximum utilization of equipment, personnel, and materials.
• Schedules or approves weekly maintenance activities, work crew assignments, equipment, and materials.
• Supervises subordinate staff.
• Conducts annual performance reviews of subordinate staff.
• Ensures compliance with Department of Transportation established schedules, procedures, and policies as well as any Federal regulations applied.
• Responds to and resolves citizen or employee complaints.
• Serves as a member of a District Equipment Review Board.
• Attends safety meetings and management conferences.
• Plans, reviews and monitors Snow Removal Ice Control (SRIC) program for area.
• Performs field inspections of bridges, roads, and crews.
• May estimate requirements of paving projects in assigned area.
• May appear as a witness for the Department of Transportation in legal actions.
• May prepare projected budget and expenditure schedule.
• Travel may be required; therefore, a valid driver's license is required.
• Knowledge of project planning methodologies such as critical path planning.
• Knowledge of the maintenance standards and procedures of the Department of Transportation.
• Knowledge of highway equipment and its capabilities and the materials and parts used in roadway maintenance.
• Knowledge of standard safety procedures and internal operating policies and procedures of the Department of Transportation, as well as knowledge of OSHA and EEO regulations.
• Ability to review and complete detail-oriented information and projects.
• Ability to conceptualize and organize project planning process.
• Ability to schedule, organize, and supervise maintenance crews and personnel.
• Ability to estimate labor, materials, and equipment to complete a scheduled maintenance activity.
• Ability to read engineering plans.
• Ability to establish and maintain effective working relationships.
• Ability to train employees.
• Ability to communicate effectively, both orally and in writing

REQUIRED TRAINING/EDUCATION

Bachelor's degree from a regionally accredited college or university.

Substitution:

Experience, as described below, may be substituted for the required training/education through an established formula.

REQUIRED EXPERIENCE

Six (6) years of full-time or equivalent part-time paid experience in business administration, public administration, transportation, construction, manufacturing, mining, or the armed services. OR Six (6) years of full-time or equivalent part-time paid experience serving in the capacity of a project coordinator. Substitution. Successful completion of graduate coursework may be substituted for two (2) years of the required experience through an established formula.
