Job Description
Performs a variety of skilled work to maintain water wells, chemical feeder equipment, pumps, motors, telemetering sensory equipment, treated water storage facilities, water distribution pipelines and related appurtenances, sanitary sewers for the collection of wastewater, pumping equipment for water and wastewater, and water and wastewater treatment plant equipment and operations. Performs difficult technical and mechanical work in the operation and maintenance of water and wastewater treatment and conveyance facilities. May provide direction to peers and subordinates in performance of routine day-to-day work activities. The ideal candidate for Utility Technician II

Formal Education/Knowledge:
Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six-months/one year of advanced study or training past the high school equivalency. Community college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.Experience:
Minimum two years experience in a related field.Certifications and Other Requirements:
Valid driver's license, ADEQ Grade I Operator License in specific area of concentration in Distribution, and obtain a ADEQ Grade II Operator License in Distribution and obtain a Commercial Driver's License within 12 months of hire.Reading:
Work requires the ability to read written instructions, manuals, letters, and machine equipment readings, measurements, or gauges.Math:
Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, and formulas.Writing:
Work requires the ability to write letters, memos, and reports.Managerial:

Within the first month:
- Attend Goodyear Employee Orientation (GEO) and complete all required assignments and training.
- Review the Water Services Department Mission, Vision, and Core Values.
- Become familiar with Distribution Division SOPs for hydrants, valves, meter operations, service line repairs, and emergency callouts.
- Participate in Distribution daily huddles to understand team priorities and communication expectations.
- Complete required safety training, including PPE use, OSHA basics, 811 locating overview, and heat-illness prevention. Within the first 3 months:
- Demonstrate understanding of Goodyear's distribution system, service area, pressure zones, and critical infrastructure.
- Perform basic service orders (on/off, meter checks, leak checks) with minimal assistance.
- Become familiar with 811 utility locating procedures, MAG standards, and documentation requirements.
- Learn and operate division software/tools: Field Maps, Tyler Munis, GIS (GYMAPS), and Microsoft Office Suite workflows.
- Review Division SOPs for valves, hydrants, meter replacement, and service line repairs, and provide feedback for improvements.
- Complete all computer-based training (CBT) modules required by Water Services. Within the first 6 months:
- Perform hydrant maintenance and valve exercising according to SOP with minimal assistance.
- Successfully complete at least one stand-by (on-call) rotation under supervision.
- Demonstrate safe operation of equipment such as the backhoe, dump truck, trailer, and tapping/boring tools.
- Build working knowledge of emergency response procedures, including main breaks, outage notifications, and traffic control setup.
- Strengthen team collaboration by supporting coworkers during scheduled repairs, shutdowns, and customer interactions. Within the first 12 months:
- Independently perform hydrant, valve, and meter maintenance following Division SOPs.
- Demonstrate competency operating a backhoe, dump truck, and towing equipment safely and effectively.
- Take a lead role in at least one planned shutdown or repair activity, demonstrating problem-solving and communication skills.
- Maintain all required certifications; obtain ADEQ Grade II Water Distribution Certification (or be on track for completion within the first year).
- Complete all City-wide mandatory training by assigned deadlines.
- Provide excellent customer service by resolving field issues professionally and maintaining good communication with residents and internal partners.
- Participate actively in Core Values rollout efforts, discussions, and Division initiatives.
