Job Description
Township of Spring Maintenace/Mechanic Worker-Public Works SUMMARY This is primarily a mechanical position responsible for the inspection, diagnosis, repair, and preventive maintenance of all Township-owned vehicles and equipment. The incumbent serves as the Township's lead mechanic and holds the required Commonwealth of Pennsylvania Vehicle Safety Inspection certification. In addition to primary mechanic duties, this position assists in all aspects of maintenance and repair of the Township's infrastructure as workload and operational needs require, including: roads, streets, parks and recreational facilities, buildings, and equipment. Secondary duties include but are not limited to: road and street repair, leaf collection, snow plowing, general grounds and facility maintenance and repair, snow and ice removal from Township-owned property, grass mowing, trimming, painting, and general repairs to Township buildings. This position may also be assigned to assist in other areas of Parks/Recreation and Public Works (Wastewater Treatment Plant).
LEVEL OF SUPERVISION/SUPERVISORY RESPONSBILITIES
: Work is performed under the specific guidance of the Director/Assistant Public Works and/or his/her designee.PRIMARY- MECHANIC DUTIES
Perform Pennsylvania State Safety Inspections and Emissions Inspections on Township vehicles in accordance with PennDOT regulations as a certified Official Inspection Station mechanic. Diagnose and repair mechanical, electrical, hydraulic, and pneumatic systems on a wide range of Township vehicles and equipment including but not limited to: passenger vehicles, pick-up trucks, dump trucks, sweepers, graders, rollers, backhoes, and loaders. Perform and document preventive maintenance (PM) schedules for all Township vehicles and equipment including oil changes, fluid checks, filter replacements, brake service, tire service, and other routine periodic maintenance. Analyze equipment problems to identify malfunctioning components and determine the most cost-effective repair approach. Maintain accurate vehicle and equipment maintenance records in accordance with Township policies and PennDOT requirements. Order and manage parts and supplies inventory for the garage; coordinate with vendors and suppliers as needed. Maintain the garage facility in a clean, safe, and organized manner in compliance with all applicable safety regulations. Advise the Director/Assistant Director on vehicle and equipment condition, repair needs, and replacement recommendations. : (includes but is not limited to the following): Patching of roads including but not limited to: excavation, grading, compaction, and replacement of material. Application of salt, cinders or anti-skid liquid de-icers and/or removal of snow/ice from roads using plow trucks, backhoes, loaders or graders. Removal or installation of storm sewers including excavation, compaction, and backfilling of materials. Installation of traffic signs, construction signing, and paint markings. Maintenance of all equipment including oil changes and other routine periodic maintenance. Analysis of equipment problems to identify malfunctioning parts. Trimming and/or removal of tree limbs and/or fallen trees on Township property and roadways. Maintenance of parks and recreational facilities including, but not limited to: mowing, weeding, trimming and mulching, raking of leaves, maintenance of ball fields, maintenance and installation of playground equipment and playground safety surface material, removal of debris/trash, cleaning of pavilions and general repairs. Maintenance of Township buildings including minor repairs of all types, moving of equipment and furnishings when needed, etc. Wash and clean Township vehicles, equipment and garage/locker room facilities as needed. Perform all other related duties as may be assigned/required related to Parks, Recreation, Public Works and all Township owned facilities, buildings and infrastructure. Must be willing to respond on a 24/7 basis for emergency situations that may arise at any time of the day or week and have the ability and willingness to work in excess of 8 hours per day when necessary.QUALIFICATIONS

High School Diploma or GED and minimum of age 18 with a minimum of 3 years of relevant maintenance/Public Works related experience performing a variety of maintenance tasks relevant to the requirements of this job description. Candidates with prior experience in Public Works/Parks and Recreation Maintenance are preferred. Requires general understanding and knowledge of the operation and maintenance of cars, pick-up trucks, dump trucks, sweepers, graders, rollers, backhoes and loaders. Prior experience operating heavy equipment is preferred and immediate ability to operate pick-up trucks and dump trucks (of a size not requiring a CDL) is required.LANGUAGE SKILLS
Must be able to read, write and understand English at a level sufficient to carry out required duties. Must be able to follow moderately complex directions given both orally and in written form including the ability to read prints, schematics and diagrams.MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as addition, division, multiplication, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to understand, remember, and carry out oral and written directions. Ability to plan a sequence of operations and to think and reason logically and analytically when making decisions.CERTIFICATIONS/LICENSES/REGISTRATIONS
Active Commonwealth of Pennsylvania Vehicle Safety Inspection Mechanic Certification (PennDOT Official Inspection Station Mechanic License) is required. Candidates who currently hold this certification at the time of hire are strongly preferred; however, candidates without certification may be hired with the requirement that they obtain certification within one (1) year of employment. Pennsylvania Emissions Inspection Certification is preferred. Candidates without this certification may be required to obtain it within one (1) year of employment. A valid Pennsylvania driver's license with a clean driving record is required. A CDL Class A license is preferred; however, candidates without a CDL-A may be hired with the requirement that they obtain the appropriate CDL and endorsements within six (6) months of employment.COMPUTER OPERATIONS
Basic personal computer and the ability to effectively learn all other department related software as may be required.PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to talk and hear and smell. The employee frequently or constantly is required to stand; walk; sit; use hands to finger, handle or feel and reach with hands and arms. The employee must be able to lift and/or move up to fifty (50) pounds frequently without assistance and up to 100 lbs. occasionally with assistance. Must be able to climb ladders and maintain balance while walking on uneven surfaces and work in confined spaces when necessary.Other physical demands include:
manual digging with a shovel or spade for extended period, manual removal of snow and ice, using equipment that vibrates such as jack hammers reaching over, under, and around equipment and obstacles. Specific vision abilities required of this job include close vision, distance vision, color vision and peripheral vision.WORK ENVIRONMENT
While performing the duties of this job, the employee is frequently exposed to extremes of outside weather conditions including excessive heat, humidity, rain, snow, ice, cold, wind, etc. along with exposure to vibration, noise, fumes, odors, dusts, and gases. May require the use of a respirator or other breathing apparatus. The noise level is moderate but can be frequently loud.OTHER:
Requires current Criminal Background, Child Abuse, and FBI fingerprint clearances along with post offer pre-employment physical and drug screen.Pay:
