Job Description

Under the general supervision of the Utilities Operations Manager, the Utility Lead Operator performs and leads the day-to-day operation, monitoring, maintenance, and regulatory compliance activities of the City's wastewater treatment plant, collection system, lift stations, and water distribution systems in accordance with all local, state, and federal rules and regulations. The City's utilities operate 24 hours a day, 365 days a year. To apply visit www.cityofdrippingsprings.com/employment Essential Duties and Responsibilities Prepares and maintains various plant operations and maintenance records with accuracy, clarity and completeness. Maintains records of samples, results, and field testing parameters in accordance with predefined standards. Oversees and performs routine process control testing on treatment process and routine regulatory compliance testing on water and wastewater systems. Coordinates with third-party labs to complete regulatory compliance testing for the City's water and wastewater systems. Supervises, assigns, reviews, and assists operators with the completion of daily operation and maintenance tasks, and provides input regarding performance, training, and corrective action. Compiles daily operation reports and highlights issues for management. Coordinates and schedules sludge hauling, chemical deliveries, and related services with third-party vendors and contractors. Requests, sources, and procures parts, materials, and equipment as authorized by management and in accordance with City purchasing policies and budgetary controls. Performs routine and non-routine maintenance on chemical feed equipment, pumps, motors, and valves. Troubleshoots equipment as necessary. Accurately records operational, laboratory, sampling, and compliance data required for regulatory reporting. Responds quickly to emergencies and equipment breakdown to restore normal operations; oversees emergency operations and maintenance. Reads various laboratory equipment displays and correctly records results on log forms. Provides organizational support by following all policies and procedures. Maintains regular and punctual attendance, reports to work as scheduled, and responds as required for on-call assignments and emergency operations. Observes, follows, and promotes compliance with safety and security procedures; identifies and reports potentially unsafe conditions; uses equipment and materials properly. Maintains grounds at various City facilities including the wastewater treatment plant and lift stations. Must be able to multi-task to meet all productive standards and complete assignment and work in a timely manner. Must use Microsoft Word, Excel, and Outlook for reporting and communications. Must be able to report to City utility facilities within 45 minutes when assigned on-call or when responding to emergencies, as determined by normal travel conditions. Will be required to be on-call. Ability to establish, maintain, and foster positive and effective working relationships with those contacted during work. Ability to maintain confidentiality. Performs all other duties as assigned.
Qualifications:
Requires a High School Diploma or GED Equivalent. Possession of a TCEQ Class C wastewater operator license and TCEQ Class C water operator license is preferred. Employees selected without the preferred licenses may be required to obtain them within a timeframe established by the City as a condition of continued employment in this position. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Demonstrated attention to detail and ability to maintain accurate operational and compliance records. Ability to communicate effectively orally and in writing. Ability to handle sensitive information appropriately and maintain confidentiality in accordance with applicable law and City policy. Valid Texas Driver s License and good driving record (required).
