Job Description
This is your opportunity to become a member of an extraordinary organization and a dynamic team. The City of Fresno, Department of Public Utilities-Water Division, is currently accepting applications for the position of Water System Supervisor. Desirable candidate will oversee the installation, maintenance, testing and repair of the City's water metering systems. Possess skilled knowledge of Automatic Meter Reading (AMR), Advanced Metering Infrastructure (AMI), backflow prevention, cross-connection control program, cross connection control specialist.
Daily duties include:
- Supervising daily distribution/meter operations, leading and training field staff to ensure safe, efficient and high-quality work.
- Monitoring distribution/meter staff performance data to identify issues, reduce water loss, and improve system reliability.
- Ensuring compliance with regulations, industry standards, and internal policies. Manage inventory and equipment needed for meter operations.
- Preparing reports and documentation for management, audits, and operational planning.
Distribution/Meter operational area:
Incumbent(Water System Supervisor plans, coordinates, assigns, participates in, directs, and supervises the day-to-day work activities of water system staff performing manual, semi-skilled and skilled work in the testing, cleaning, maintenance, inspection, repair, installation, and construction of the City's water system. One vacancy exists in the Department of Public Utilities Water Division, in the Distribution/Meter Operational Area. The incumbent will be responsible for supervising, planning, coordinating, assigning and directing the day-to-day work activities of 15-20 Water Distribution/Meter employees. Incumbent will plan and execute water systems preventative maintenance programs and measures designed to prevent service interruption to our customers. Will also be responsible for the coordination of division activities with other City divisions, departments, and public agencies. Incumbents will be required to be on a weekly rotation 24/7 on call with other supervisors. Incumbents [JS1] [CC2] may be required to work evenings, holidays, and weekends, as part of a regular work schedule. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two years at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months. One (1) year of full-time lead or supervisory work experienceAND Education:
Graduation from an accredited college or university with a bachelor's degree in civil or sanitary engineering, water supply, hydraulics, or a closely related field;OR Experience:
Two (2) years of progressively responsible full-time paid work experience in the operation and maintenance of community water systems which includes one year of full-time experience providing lead or full first-line supervisory directionAND Education:
Twenty-four semester units from an accredited college or university in civil or sanitary engineering, water supply, hydraulics, or a closely related field;OR Experience:
Three (3) years of progressively responsible full-time paid work experience in the operation and maintenance of community water systems which includes one year of full-time experience providing lead or full first-line supervisory direction. Possession of a valid California Driver's License is required during the entire term of employment as a Water System Supervisor. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record. The selected eligible candidates certified will be required to successfully pass a department interview and a Department of Justice fingerprint prior to employment with the City of Fresno. Special Requirements For current vacancy assignments to Water Production/Recharge, and Electrical, Instrumentation, and SCADA, possession and continued maintenance of a valid Water Distribution Operator Certificate, Grade D3, issued by the California State Water Resources Control Board, within eighteen months of assignment. For assignment to Surface Water Treatment Operations, must possess and continue to maintain a valid Water Treatment Operator Certificate, Grade T4, issued by the State of California, Department of Health Services, within eighteen months of appointment. Selection Process The examination process may consist of the following:Application Review :
Qualifying Only- Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the Oral Examination.
Oral Examination :
100%- A panel of subject matter experts will conduct a job-related oral examination to evaluate a candidate's knowledge of: principle and practices of operations, installation, and maintenance of water systems; equipment used in testing, cleaning, inspection, repair and preventative maintenance and safety practices; ability to supervise, train and evaluate subordinate staff, communicate effectively, orally and in writing and establish and maintain effective working relationships.
