WATER SYSTEMS OPERATOR II
Full-Time, Represented Closed/Promotional The City of Pico Rivera strives to support and enhance a high quality of life for the residents, businesses and visitors by providing well planned, environmentally sensitive, cost-effective infrastructure and services to promote public health, personal safety and transportation. Our mission is to improve the quality of life for residents through responsive, efficient, and effective delivery of services to every neighborhood and by reflecting a can-do attitude with our customers and stakeholders. The Public Works Department is responsible for the engineering, permitting, maintenance and operation of the City's infrastructure, including streets, sidewalks, roadway medians, alleys, water system, sewer collection, storm drains, public parking lots, traffic signals, etc. The Department also manages maintenance and public service programs such as graffiti abatement, tree trimming, street sweeping, trash and recycling services, parks and street maintenance, and utilities and facilities maintenance. In addition, the Department Manages a comprehensive capital improvement program that provides roadway rehabilitation, signal coordination, trail construction, etc. The Position This is the journey level classification in the Water Systems Operator series. Incumbent in this classification performs a wide range of construction and maintenance tasks, both semi-skilled and skilled in nature. Positions in this class are normally filled by advancement from the lower class of Water Systems Operator I, and require highly skilled and technical work experience. Work in this class is distinguished from that of Water Systems Operator I class by the greater complexity of the assignment, and by the skill level required for the work. This position reports to the Utilities Superintendent and will receive General Supervision by the Water Distribution Supervisor. Functional or technical supervision may also be provided by the Water Systems Operator III. Assignments may also require technical or functional supervision of lower-level water distribution field personnel, including hourly personnel. The schedule for this position will be Monday through Thursday, 6:00AM - 4:30PM (schedule may change based on the needs of the department). Employees work a 4/10 schedule. This position will also be required to work non-traditional hours including nights, early mornings, weekends, and holidays and while "on-call" status for emergency response. The ideal candidate will possess the skills and ability to perform the following essential tasks and duties, including but not limited to: Install, remove, and repair large and small water services. Cut, fit, lay, and repair water mains, clean and flush water mains, repair valves and hydrants. Inspect, test, and operate valves, fittings, and related water distribution equipment as assigned. Operate construction equipment such as backhoes, jackhammers, and trenching machines. Perform repair of fire hydrants and flow test related equipment as assigned. Participate in water system maintenance and repair work. Operate a truck; perform minor servicing to truck and report mechanical or other problems; keep truck stocked with supplies and materials. Locate, excavate and repair water lines and related facilities. Install barricades and route traffic in a safe manner. Inspect water projects for leaks, decayed pipe, spillage, and pump malfunctioning. Maintain routine records. Assist and train less experienced personnel. Perform related duties as assigned.Knowledge of :
- Skilled and semi-skilled construction and maintenance methods and procedures; operation of tools, heavy equipment, supplies, and materials.
- Safe work practices under hazardous conditions.
- City operations, procedures, and regulations for water distribution field work.
- Basic understanding of a variety of construction equipment.
Skills/Ability to:
- Methods, materials, and equipment used in the construction and repair of water systems, including valves, fittings, and hydrants.
- Standard pipe fitting and plumbing methods and techniques.
- Perform a variety of construction, repair, and maintenance tasks.
- Work under routine and emergency conditions, sometimes in severe weather.
- Operate light equipment and learn to operate heavier construction equipment.
- Work efficiently and safely with others.
- Understand and follow instructions and directions.
- Perform a wide range of physically strenuous tasks as required.
- Respond to public inquiries and complaints in a tactful, courteous manner.
- Safely operate heavy construction and repair equipment with proficiency and efficiency.
- Recognize and respond to hazards encountered in the course of work.
- Read, interpret, and understand blueprints, and construction drawings.
- Troubleshoot for faulty system equipment and facilities.
- Respond to emergencies as required.
- Bilingual in Spanish is desired.
Required Working Conditions:
Certified operators are required to perform "on-call" duty and must be within 40 miles of City Water service area, or worksite while on-call. Required to perform emergency work assignments.Irregular or extended work hours:
Occasionally required to work overtime. A Veteran's Credit of 10 points may be applied once a candidate has qualified for the eligibility list. Applicants must submit proof of service/honorable discharge in accordance with the City of Pico Rivera's Rules and Regulations along with application materials prior to the filing date. Proof must be submitted with the application materials to be eligible or veteran's credit. Veterans who wish to utilize this credit must have served on a full-time basis (not reserve or auxiliary) in the armed forces for a minimum of six months (180 days).TESTING:

A valid California Driver's License and an acceptable driving record is required and must be maintained throughout the course of employment. State Water Resources Control Board (SWRCB) Water Distribution Operator Grade 2 (D2) certification is required. Probationary Period New and promotional appointments shall be tentative and are subject to a probationary period of six (6) months. Emergency Disaster Worker City employees are registered as an Emergency Disaster Worker and must take an oath. In the event of a declared emergency, City employees shall initially remain at work, or if recalled, shall report to work after completing critical personal and family emergency responsibilities.
