Advanced technical work in the management, operation and maintenance of a Reverse Osmosis (RO) Water Treatment Plant. Work is performed under general supervision of the Public Works Assistant Director.Essential Job Functions:

Supervises and manages work activities associated with the water treatment personnel and process. Conducts frequent and periodic inspections of plant to detect malfunctions and initiate corrective actions. Reviews and interprets plant parameters and equipment readings to ensure proper plant operation. Coordinates and schedules preventive and emergency maintenance on all plant systems. Coordinates laboratory activities; sets sampling procedures and test schedules. Prepares and coordinates work and maintenance schedules, ensures that buildings, grounds and equipment are maintained in proper condition. Coordinates new worker orientation; provides training, instruction, technical support and guidance to subordinates. Assists in formulating and implementing practice rules, techniques and procedures. Controls chemical and mechanical supplies; ensures safe use of all treatment plant related supplies and facilities in accordance with state and federal guidelines. Ensures maintenance of accurate and complete records on production wells, plant operations and laboratory data, to meet management and regulatory requirements. Ensures all reports required by SWFWMD, FDEP, USEPA, and other regulatory agencies are submitted as required by the permits. Evaluates assigned personnel. Recommends personnel action of hiring, promotion, discipline, termination, and training. Prepares division's operating and capital budgets. Participates in City's management training program (OATS). Knowledge, Skills and Abilities:
Knowledge of RO water treatment plant operations, policies, procedures and methods including the ability to read and interpret gauges, meters, and test results. Knowledge of the Federal, State, and City regulations, policies and ordinances pertaining to potable water production and distribution. Knowledge of OSHA and City requirements in safety and operations. Ability to communicate verbally and in writing using the English language with superiors, subordinates, and the public. Ability to supervise multiple shifts and coordinate with outside organizations. Ability to supervise the work of subordinates. Good mechanical skills.Education and Experience:
Graduation from an accredited junior or community college with an Associates Degree in : Environmental Science, Chemistry, Biology or a related field. Extensive experience in treatment plant operations including laboratory and maintenance duties and two (2) years supervisory experience. (A comparable amount of training or experience may be substituted for the minimum qualifications.)Licenses, Certifications or Registrations:
Possession of a valid Florida Driver's License. Minimum Class B, preferred Class A, Operators Certificate (Water) as issued by the State of Florida.ESSENTIAL PHYSICAL SKILLS
Acceptable eyesight (with or without correction). Acceptable hearing (with or without hearing aid). Heavy lifting and carrying (up to 45 pounds). Balancing, bending, climbing, crawling, kneeling, standing, stooping, and walking. Pulling, pushing, reaching, and throwing. Distinguish colors and odors, depth perception,. Driving and operating equipment. Pushing, pulling and reaching.ENVIRONMENTAL CONDITIONS
Works inside and outside in various weather conditions with: chemicals, dust, electrical/radiant, fumes, gases, grease/oils, noise, odors, and solvents. Poor lighting, raw water, slippery and uneven surfaces, vibrations. Heights, below ground level and in confined spaces. In or around moving vehicles and equipment. In or around hazardous areas.
