JOB DESCRIPTION

Water Foreman Job Classification:

Full Time (at least 40 hours per week)

Non-Exempt Work Schedule:

Monday thru Friday, 7 am-3:30 pm. Overtime as needed.

Public Works Director Position Summary:

The Foreman provides for daily supervision of personnel as assigned. The position is appointed and is in addition to the normal duties of the utility employee so assigned.

Qualifications:

WTIII and DSL certifications from the Indiana Dept. of Environmental Management High School diploma or equivalent valid Indiana Driver's License (or CDL if required)

Functions:

• (All functions are considered essential, unless otherwise indicated.

) (Duties include but are not limited to the following) The Foreman is responsible for the day-to-day activities of assigned personnel. The Foreman shall be responsible for the following: 1. Attendance - verifying employees are at work during assigned work hours. 2. Assigning work details as needed. 3. Ensuring assigned work and normal operations activities are being completed. 4. Collection of workers weekly timecards. 5. Report to Town Manager once per week, or as needed, to review prior week's activities, discuss issues and needed work orders. The Foreman shall be empowered to issue work orders to assigned personnel. Any issues of conduct, attendance, or other job performance issues that cannot be resolved by the Foreman shall be reported to the Public Works Director. Performs a wide variety of operating, maintenance and custodial duties. Tasks of the incumbent include, but are not limited to:

• Maintain water pumps and wells.
• Maintain potable water distribution system.
• Operate and maintain the vehicles used in the wastewater facilities.
• Perform and record inspections, tests, and data on the systems and facilities operations.
• Record measurements, verify drawings, and record information for proper record keeping and reporting on the Town's facilities.
• Prepare reports required by the Town, the Indiana Department of Environmental Management, the Indiana Utility Regulatory Commission, or other jurisdictional entities.
• Maintain operations and maintenance logs.
• Meets with customers and contractors to discuss and resolve water service issues.
• Chemically treat water for distribution.
• Collect, analyze, and record water samples for regulatory compliance and process control monitoring for proper operation of the systems.
• Meets with customers to discuss and resolve wastewater service issues.
• Perform preventative maintenance, emergency repairs and trouble shoot operational problem on equipment and facilities.
• Be reasonably available for overtime work, on call duty and for emergency call-out duty to maintain wastewater service continuously to the public.
• Wear and maintain required personal protective equipment.
• Perform other duties as assigned.
• Performing the duties listed above in a safe manner following IOHSA, USDOT, Town and any other applicable safety related rules and regulations.
• Plow snow (nonessential);
• And perform any reasonable function necessary to promote Town operations as requested by supervisor (nonessential).

Required Skills:

• Calculating work hours, employee counseling. Communication skills both written and verbal.
• Have the technical, academic and physical ability to perform the duties of the position.
• Be able to readily read, understand and accurately follow operating instructions both written and verbal.
• Demonstrate mathematical ability to perform calculations to determine various ratios, dosages, volumetric calculations that are required for the operation of the Water Treatment Plant.
• Possess excellent interpersonal skills and ability to communicate in writing with ability to accurately prepare technical reports.
• Demonstrate reliable performance in previous positions.
• Understand computers and the basic operation of database, spreadsheet and word processing programs.
• Understand and maintain plant processes through computer-controlled equipment.
• Use and understand technical drawings, schematics, and manuals for water facilities and equipment in order to operate and maintain the facilities.

The foregoing functions have traditionally been found to involve the following physical demands : Digging with shovel/spade turn water valves climbing ladders line maintenance in trenches. Heavy lifting up to 100 pounds The foregoing functions have traditionally been found to involve the following mental demands :

Working Conditions Exposure to dirt, dust, grease, chemicals, high-voltage electrical current, moving traffic, loud noise and extremes in weather.
