F PURPOSE OF POSITION
: The Water Superintendent position in Public Works leads all aspects of operation, repair, and maintenance for the City of Tuttle's water distribution systems. This position will operate heavy equipment and operate a company vehicle. The work is performed under the direct supervision of the Public Works Director.
SUMMARY OF ESSENTIAL FUNCTIONS AND DUTIES
    Supervision of Water Systems :
    Oversee, instruct, and assist the employees in the water department as they monitor, operate, and maintain the water distribution system including main lines, pumps, valves, meters, and hydrants. Ensure that daily rounds for water testing and sampling follow Oklahoma DEQ regulations. Oversee all Oklahoma DEQ and EPA monitoring, regulatory and reporting requirements. Direct staff to perform routine inspection and preventative maintenance on utility infrastructure. Lead the installation, repair, and replacement of water meters and lines. Maintain accurate records of water lines and valves. Direct staff in responding to work orders.
      Supervision of Operations :
      Oversee all operations of an IONIC Exchange water treatment facility with oversight of the equipment, vehicles, and tools provided to construct and maintain infrastructure and ensure optimal plant performance. Determine needs for maintenance and repair on equipment and vehicles. Maintain inventory by approving purchase orders. Observe and evaluate water employees; complete annual performance evaluations. Maintain employee timesheets, leave requests, on-call, and overtime. Council and correct employee behavior. Communicate with the Director of Public Works and Assistant City Manager on information concerning the department. Assist in the preparation of the department's budget.
        Supervision of Safety:
        Oversee the safety procedures to ensure all policies are followed. Work to develop methods and procedures to increase and maintain safety standards for the public. Train employees to perform duties in a safe manner; provide corrective counseling when needed. Attend annual training required by the DEQ to maintain knowledge of new methods.
          Licensing Requirements:
          Must possess a Class C Water Operator and Class C Lab Operator license with the ability to obtain a Class B Water Operator and Class B Lab Operator license within 2 years.
            Other:
            Provide exceptional customer service and exceed their expectations. Accurately and neatly complete daily paperwork. Form and maintain healthy working relationships within the department and with other departments to ensure effective communication. Perform other duties as deemed necessary by the Director and Assistant City Manager.
            MINIMUM QUALIFICATIONS
              Education :
              High school diploma or GED or equivalent.
                Experience :
                Knowledge and experience working on a water system. Municipal water experience preferred but not required. Experience in a supervisory or leadership role.
                  Communication :
                  Ability to communicate clearly and concisely, orally and in writing; ability to respond to questions from citizens and stakeholders and the public. Ability to produce written documents such as records, reports, and business correspondence in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar. Must be able to maintain a cooperative working relationship with other departments and personnel of the City.
                    Driver's License/Testing/Background :
                    Must possess, or be able to obtain, a valid Oklahoma drivers' license and a driving record that meets the City of Tuttle's driving standards. Must pass a pre-hire drug test and pass random drug tests throughout employment. Must have a clean history on pre-hire background authorization.
                    WORKING CONDITIONS/PHYSICAL REQUIREMENTS
                    • Exposure to hazardous chemicals and confined spaces.
                    • Work is primarily done outdoors in all weather conditions.
                    • Must be able to sit/travel in a vehicle from one area to the next.
                    • Must be able to stand for extended periods of time.
                    • Must be available for emergency calls outside of normal hours.
                    • Must be able to grasp with hands to drill, pull and install equipment.
                    • Finger dexterity is required to work with small hand tools or use a keyboard or iPad.
                    • Must be able to lift up to 50 pounds.
                    • Must be able to carry up to 15 pounds.
                    • Must be able to reach frequently and extend arms/hands in any direction.
                    • Must be able to walk continuously, often on uneven terrain.
                    • Must be able to stop, bend, crouch, kneel, twist, reach above and below shoulders, and extend arms and hands in any direction.
                    • Must be able to dig, trench, or plow with equipment.
                    • Frequent contact, requiring professional interaction, with citizens, customers, vendors, contractors, and other department staff.
                    WORK SCHEDULE
                    May require extended work hours depending on department needs including nights and weekends. This job description should not be interpreted as all-inclusive.
