Job Description

United Refining Company Company Conformance Statements In the performance of their respective tasks and duties all employees are expected to conform to the following: Perform quality work within deadlines with or without direct supervision. Interact professionally with other employees, customers and suppliers. Work effectively as a team contributor on all assignments. Work independently while understanding the necessity for communicating and coordinating work efforts with other employees and organizations.
Position Purpose:
The APG Manager is responsible for the management of United Refining's Asset Performance Group including team member performance, directing team activities, and ensuring the team achieves its goals. The team manages specific support functions related to the safe, regulatorily compliant, and efficient operation and maintenance of the pipelines and terminals that supply the United Refining Company's Warren, PA refinery and the terminals used to distribute United Refining products.
Specific APG functions include:
  • Pipeline and terminal integrity (e.g., pipeline in-line inspection) program management
  • Management of pipeline SCADA control systems, associated applications (e.g., leak detection), and supporting communications and security infrastructure
  • Project management services for improvement and repair projects across the associated facilities and systems
  • Managing related procedures, documents, data, and reports
  • Integrating seamlessly with related organizations to achieve team and cross-functional goals
Duties/Responsibilities:
  • Collaborate with stakeholders and team members to set team goals and priorities
  • Mentor team members to manage workload and priorities to achieve individual and team goals
  • Provide technical support for team functions and projects
  • Develop, maintain, and report key metrics to demonstrate the team is meeting its goals
  • Champion a continuous improvement attitude including skill development
  • Manage specific team functions (e.g., Management of Change program, hiring)
  • Develop and standardize procedures and processes to support team goals
  • Provide reports as required by various stakeholders
  • Support various company processes including regulatory audits and emergency response programs
Supervisory Responsibilities:
Recruit, interview, hire, and train new staff Oversee the daily workflow of the department Provide constructive and timely performance evaluations Handle discipline and termination of employees in accordance with company policy Perform other related duties as assigned

  • Familiarity with coding languages (e.g., VBA, C++)

Required Education and Experience:
  • Bachelor's degree in a related engineering discipline from an accredited college or university
  • Demonstrated knowledge of process operations and maintenance and / or computerized process control, data management, and information integrity and security
  • Demonstrated ability to manage a team of direct reports
  • Demonstrated ability to manage complex projects
  • This position requires both a valid US passport and driver's license or the ability to acquire them
Preferred Education and Experience:
  • Mechanical engineering degree from an accredited college or university
  • ≥ 5 years' experience pipeline construction and maintenance
  • ≥ 5 years' experience with PLC application | modification | troubleshooting, ladder logic, PID tuning
  • Familiarity with 49 CFR195 and /or CSA Z662, and associated API practices
  • Experience methodically diagnosing and resolving product and / or process failures
  • Professional project management professional (PMP) certification or equivalent
Work Environment:
  • While daily activities are office-based, expect ~20% travel to various terminals and pipeline locations in both the US and Canada
  • This position requires both a valid passport and valid driver's license or the ability to acquire them
  • Some weeks may require more than 40 work hours, including off shift and weekend time, including quick response to emergent issues
  • Travel typically
< 20%; overnight stays away only occasionally required
Physical Requirements:
  • Must be able to lift up to 35 lbs.
  • Field activities can include entry into confined spaces, navigating field equipment and piping, and ladder and stair access to structural platforms
  • Expect exposure to construction areas
  • Field activities require appropriate personal protective equipment (PPE) and adherence to established safety procedures (training provided)
