NATURE OF WORK
This is a highly responsible, supervisory position in the maintenance of citys water production, storage and distribution facilities and operations. Work involves the responsibility of supervising and participating in the maintenance and operation of the nitrate removal plant, water wells, chlorination operations, water storage tanks, water distribution system, SCADA system, meter reading, as well as wastewater collections and locating and marking city utilities. The position includes responsibility for planning, organizing and directing a variety of maintenance, repair and construction activities, ensuring the city is within limits and good standing with all state and federal guidelines. Most of the work must be accomplished through delegation to subordinates, by scheduling and assigning work orders to the water department work crews, which can be up to eight employees. Work is to be performed with a high degree of independence, with supervision from the Public Works Director. Work is evaluated through inspection of work, conferences and reports for results obtained.
ESSENTIAL FUNCTIONS
1 2 3 4 Determines operating requirements in relation to approved programs and submits for department approval. Reviews work assignments, plans, organizes and prioritizes work; makes assignments to crew members; secures necessary supplies, tools and materials. Observes and enforces work safety precautions; gives on-the-job training to new employees in accordance with standard procedures and practices. Supervises and participates in the repairing of pumps, piping systems, tanks, SCADA and other process control systems. Must possess the necessary skills to process activity reports, accident, injury, equipment condition reports, and regulatory reports (TCEQ,TRWA,TWDB,EPA). Drives and maintains city vehicles and other equipment. Performs related work as required during regular and overtime hours, and must be available for emergency calls. OSITION PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions. In performing the functions of the position, the incumbent will use constant double hand movement, use both feet and will twist the trunk and neck while maintaining constant awareness of surrounding area. Must have acute hearing and vision to safely operate equipment. May work in the streets and/or in the medians in close vicinity of traffic which requires the employee to use appropriate traffic safety procedures and have acute peripheral vision. Lifting of tools, equipment, and supplies will require the employee to lift weights normally weighing under 50 pounds throughout the workday, and weights in excess of 50 pounds can be experienced occasionally.
JOB REQUIREMENTS
1 2 3 4 5 6 Graduation from high school with considerable experience in manual and semiskilled work related to the area of assignment; or any equivalent combination of training and experience which provides the following knowledge, ability, and skills. Must possess the ability to interpret TCEQ Compliance Rules and Procedures for drinking water, and have a general knowledge and understanding of the EPA Safe Drinking Water Act. Considerable skill in the troubleshooting and maintenance of water production processes and equipment, and the ability to maintain all in good operating condition. Must possess the ability to make responsible decisions in accordance with established policies and procedures and to maintain administrative, fiscal, and general records and to prepare reports and answer questions from records. Must have ability to maintain effective working relationship with other employees, city officials, and the public, and to deal with public relation problems courteously and tactfully. Ability to plan, organize, direct and evaluate the programs and activities of the department. ADDITIONAL REQUIREMENTS
1 Applicant must possess at minimal a valid Texas Operators Class C drivers license. 2 3 4 Applicant should possess a TCEQ Groundwater License C prior to employment, or be able to attain one within three years. Applicant should have knowledge of SCADA systems or equivalent. Applicants should expect relocation requirements if they do not currently live within Wilbarger County.
WAGES AND BENEFITS
1 Applicant receiving employment offer for this position should expect a starting/base salary of $55,000.00 or more, with preference given for applicant knowledge and experience. 2 3 4 Position is under title of Non Exempt and is eligible to receive overtime benefit in the form of payment or compensatory time. City of Vernon employees receive health insurance benefits for employees only paid for by the City of Vernon, are members of the TMRS retirement program receiving a 2:1 match on retirement based on 7% employee input, and enjoy a paid Holiday benefit based the City of Vernon observed holiday schedule. The City of Vernon may offer Merit raises or COLA raises at the citys discretion
