Job Description

The Department of Public Utilities seeks an Engineering Manager to oversee day-to-day operations and lead the design and construction of diverse water and wastewater projects. This role requires a proven leader to manage technical teams and coordinate with internal and external agencies, contractors, and developers to support Hanover County's infrastructure growth. We will begin reviewing applications on April 13, 2026
General Description:
This is a management level, professional position. The incumbent assists the Deputy Director of Engineering & Development in planning, supervising, organizing, coordinating and directing engineering activities of the
Department Organization:
The Engineering Manager reports to the Deputy Director of Engineering & Development and supervises assigned Civil and/or Utility Engineers and Utility Agents.
Essential Functions:
Provides technical guidance, leadership, and supervision for capital projects, Department programs, and the development review process. Supervises engineering division employees, performing related human resources functions and completing necessary paperwork. Supervises and directs administrative and technical matters for the engineering section, including program implementation, interdepartmental coordination, personnel management and budget. Manages design services contracts and reviews specifications, estimates and standards. Assists Divisions in construction management of capital projects, serves as construction manager and supervises construction management of a variety of assigned projects in the Department. Provides responses to inquiries and concerns from the public, in person and in writing. Provides responses to inquiries and concerns from Economic Development and the private development community, in person and in writing. Prepares reports and makes presentations as necessary, including VDH Local Review quarterly and annual reporting. Acts as a liaison and provides coordination between DPU and the Town of Ashland regarding water and sewer improvements, development-driven projects, and DPU capital improvement projects within Town of Ashland boundaries. Performs related work as required.

Hazards Routine exposure to adverse weather, dust, fumes, noise, vibrations, insects and hot and cold temperatures Environment Office Field Physical Effort Routine lifting objects under fifteen (15) pounds Physically able to maneuver over rough terrain, including mud, debris and other obstructions on slopes ranging from 0 - 50%
FLSA Exempt Knowledge, Skills and Abilities:
Extensive knowledge of modern principles of civil engineering, required. Ability to evaluate plans, estimates and specifications. Ability to manage budgets, programs and projects and to direct work of subordinates. Ability to maintain effective working relationships with others and to effectively communicate verbally and in writing. Ability to exercise good judgment and to work independently.
Education, Experience and Training:
Bachelor's degree in engineering or related field required with at least five (5) years of progressively responsible engineering experience required; Professional Engineers (PE) license in the State of Virginia required; Erosion and Sediment Control Certification may be required - OR - Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.

Criminal Records Check, including fingerprinting Must obtain valid Driver's License within 30 days of employment to be eligible to operate a county vehicle Twelve-month probationary period Work beyond normal schedule
