Job Description

Position Summary Phoenix Group of Virginia (PGV) provides a Nuclear Functional Area Planner to support SUPSHIP Newport News INACT planning and execution. The planner develops and integrates nuclear work scope under
NAVSEA 08
authority, ensuring Availability Work Package (AWP) accuracy, regulatory compliance, and safe execution of nuclear inactivation activities. Key Responsibilities Develop, validate, and integrate nuclear work scope into the INACT Availability Work Package (AWP) in alignment with
NAVSEA 08
requirements. Conduct detailed AWP reviews to ensure nuclear work items are complete, prioritized, and compliant with SWLIN structure and nuclear directives. Coordinate directly with NAVSEA 08, SUPSHIPNN, and INACT project leadership on nuclear planning, execution constraints, and approvals. Ensure all nuclear work planning adheres to
NAVSEA 08
policies, procedures, and safety requirements. Review and analyze shipbuilder nuclear-related CDRL submittals for technical accuracy and compliance. Support Technical Instruction (TI) reconciliation, ensuring nuclear scope is correctly defined and executable. Participate in Nuclear IPTs and interface meetings; translate requirements into executable planning inputs. Identify nuclear planning risks and constraints; develop mitigation strategies aligned with regulatory requirements. Support Cost Data Sheet (CDS) reviews and contract inputs for nuclear work scope. Coordinate with Functional Area Planners and Material/Data personnel to ensure nuclear work is fully integrated into overall INACT execution planning. Identify and document environmental compliance requirements relevant to nuclear vessel disposition in the risk register. Develop standardized environmental compliance processes as part of the deliverable, in coordination with
NAVSEA 08.
Map inter-agency coordination requirements and document responsible parties for each regulatory interface. Serve as primary interface to
NAVSEA 08
/ Naval Reactors on radiological safety requirements and compliance. Document radiological risk areas in the risk register with likelihood, consequence, and candidate mitigations. Ensure radiological controls are reflected in AWP work scope and are not left to implicit shipbuilder assumption. Perform other duties as assigned by leadership to support Statement of Work requirements. Required Qualifications High School Diploma or equivalent 10+ years experience with: Nuclear-powered aircraft carrier operations, maintenance, or shipyard execution Direct experience operating under NAVSEA 08 or Naval Reactors oversight Demonstrated experience with nuclear planning, maintenance, or availability execution
Preferred Qualifications Former US Navy:
Reactor Department (EMN, MMN, ETN) CPO, CWO, or LDO preferred Project or Program Management experience Experience with: AWP development SWLIN structure Nuclear work control and planning processes Bachelors degree from an accredited university Experience with SUPSHIP, shipyards, or RMC environments Core Competencies Nuclear compliance and procedural discipline Work package development under regulatory control High-consequence risk identification and mitigation Technical rigor and attention to detail Ability to operate within controlled nuclear oversight environments Tools / Systems Microsoft Office Suite (Excel, PowerPoint, Outlook) Navy planning systems supporting AWP, CDS, and CDRLs Program-specific nuclear planning and tracking tools
