Job Description

Job Summary:
The Quality Control Inspector (QCI) is responsible for conducting systematic inspections, audits, and evaluations of Environmental Services (EVS) operations at the NIH Clinical Center (Building 10 and associated research and clinical support facilities). Working under the direction of the Quality Control Manager (QCM) and Quality Control Plan (QCP), the QCI verifies that all housekeeping, janitorial, floor care, recycling collection, and linen distribution services meet or exceed the standards established in the Performance Work Statement (PWS) and applicable NIH, Joint Commission (TJC), and Centers for Disease Control and Prevention (CDC) guidelines. The QCI plays a critical role in Teya's commitment to infection prevention, patient safety, regulatory compliance, and continuous performance improvement within one of the nation's premier biomedical research and clinical care environments.

Duties and Responsibilities:
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned. Quality Inspections & Audits Conduct scheduled and unannounced inspections of patient rooms, restrooms, procedure rooms, laboratories, corridors, stairwells, elevators, public areas, and ancillary spaces using standardized NIH inspection forms and scoring criteria. Evaluate cleanliness, odor control, waste management, recycling compliance, linen handling, and equipment condition against PWS service level requirements. Inspect and document high-touch surface disinfection in clinical and isolation areas in accordance with NIH EVS Procedures Manual protocols and manufacturer IFU requirements. Perform floor care quality audits including stripping, refinishing, burnishing, carpet extraction, and wet/dry mopping operations. Review recycling collection procedures for compliance with NIH sustainability directives and proper segregation of waste streams (regulated medical waste, recyclables, solid waste). Conduct post-cleaning verification in isolation rooms, operating rooms, and other high-risk clinical areas before return to service. Documentation & Reporting Complete all inspection forms legibly and accurately; record deficiencies, corrective actions required, and re-inspection results in the designated tracking system. Prepare and submit daily, weekly, and monthly QC inspection reports to the Quality Control Manager; flag recurring deficiencies for root-cause analysis and corrective action planning. Maintain accurate logs of inspection outcomes by zone, shift, and work area to support trend analysis and performance improvement initiatives. Document observations related to infection control breaches, chemical spills, equipment malfunctions, or safety hazards and report them immediately per NIH Clinical Center reporting protocols. Support preparation of documentation required for Joint Commission and other accreditation surveys. Corrective Action & Follow-Up Communicate inspection findings directly to EVS Supervisors and Group Leaders; verify timely completion of corrective actions within established timeframes. Conduct re-inspections to confirm that deficiencies have been properly corrected and document re-inspection results. Escalate unresolved or recurring deficiencies to the Quality Control Manager and, when directed, to the Contracting Officer's Representative (COR). Participate in root-cause analysis discussions and contribute data-driven recommendations to prevent recurrence of quality deficiencies. Infection Prevention & Compliance Verify that EVS staff apply EPA-registered, NIH-approved disinfectants at correct concentrations and contact times per manufacturer IFUs and the NIH EVS Procedures Manual. Monitor compliance with standard precautions, contact/airborne/droplet isolation protocols, and PPE requirements specific to each area type. Coordinate with NIH Infection Control and Environmental Health & Safety personnel as directed when infection-related concerns are identified. Confirm proper terminal cleaning procedures following patient discharge from isolation rooms or high-risk clinical areas. Staff Support & Training Verification Observe EVS staff technique during inspections and provide real-time, respectful feedback; refer coaching needs to the EVS Supervisor or Training Manager. Verify that staff are using approved equipment, cleaning chemicals, and procedures as trained; note deviations for follow-up training. Support new employee orientation by accompanying trainees during initial cleaning rounds and confirming procedural competency. Participate in monthly quality meetings and contribute inspection data to performance review discussions. Customer Service & Communication Maintain a professional, courteous demeanor when interacting with NIH clinical staff, researchers, patients, and visitors at all times. Respond promptly and professionally to service complaints or quality concerns from NIH personnel; report issues to the EVS Supervisor and document outcomes. Serve as a visible quality ambassador for Teya Support Services within the NIH Clinical Center environment. Must be available to cover all shifts in support of 24-hour, 7-day-per-week NIH operations; must comply with all NIH access, badging, background investigation, and drug screening requirements.
Required Qualifications and Experience:
High school diploma or GED equivalent required; minimum two (2) years of experience in Environmental Services, janitorial operations, or facility services, preferably in a healthcare or federal government facility setting. Prior experience performing quality inspections, audits, or compliance monitoring in a healthcare EVS environment strongly preferred. Demonstrated knowledge of healthcare EVS cleaning and disinfection methods, including terminal cleaning, isolation room protocols, and high-touch surface disinfection. Familiarity with Joint Commission Environment of Care standards, CDC/HICPAC environmental infection control guidelines, and
OSHA 29 CFR 1910.1030
(Bloodborne Pathogens) preferred. Ability to read, interpret, and apply procedures from the NIH EVS Procedures Manual, PWS, and manufacturer IFUs; strong observation skills with meticulous attention to detail. Proficiency in completing written inspection forms and electronic documentation; basic computer skills (Microsoft Word, Excel, or equivalent) preferred. Ability to communicate inspection findings clearly and professionally in both verbal and written form; bilingual (English/Spanish) capability is a plus. Healthcare Environmental Services certification (CHEST or equivalent) preferred, or willingness to obtain within 12 months of hire. OSHA Bloodborne Pathogens training (29 CFR 1910.1030), HIPAA Privacy and Security training, MRI Safety awareness, and Anti-Terrorism Level I training required prior to or within 30 days of assignment start.
HIPAA and Safety:
Must perform all duties in a manner that assures the confidentiality, privacy, dignity, and safety of NIH patients, research participants, visitors, and staff at all times. All personnel are required to comply with HIPAA regulations, NIH privacy policies, and applicable federal standards governing the handling of PHI and sensitive research data. Must comply with all NIH campus security requirements, complete a federal background investigation (NIH Moderate Risk Public Trust), and complete pre-employment drug screening prior to start date.

Work is performed in clinical healthcare environments including patient rooms, isolation areas, operating rooms, and laboratories. Exposure to bloodborne pathogens, chemical disinfectants, and biohazardous materials is possible; proper use of PPE is mandatory. Work schedule may include day, evening, or weekend shifts as directed by operational need and contract requirements.
