Panhandle Power Solutions is seeking an experienced USACE qualified Quality Control Manager (QCM) to oversee all Quality Assurance and Quality Control (QA/QC) activities for a federal construction project at Buckley Space Force Base. This role includes full responsibility for implementing the project Quality Control Plan (QCP) in accordance with USACE requirements and serving as the Site Safety & Health Officer (SSHO). The QCM must be employed directly by the Prime Contractor and must have no production responsibilities. This position requires daily on site presence whenever work is being performed.
KEY RESPONSIBILITIES
Quality Control Management Manage, implement, and maintain the approved Quality Control Plan (QCP) Develop, update, and maintain project specific QCPs per USACE standards Identify, develop, and manage Definable Features of Work (DFOWs) Lead the Three Phase Control System for all DFOWs, including Preparatory, Initial, and Follow Up phases Coordinate QC specialists, testing labs, and inspection personnel Maintain complete on site QC documentation, filing systems, and records per contract requirements Attend and participate in the Coordination and Mutual Understanding Meeting Maintain continuous QC presence on-site during all work operations Electrical Quality Oversight (Critical Requirement) Minimum 5 years direct QA/QC oversight experience in: Medium voltage electrical distribution (5kV-35kV); Switchgear, substations, transformers; Underground duct banks, manholes, grounding grids; MV cable installation, splicing, terminations; Electrical equipment testing and commissioning Perform and/or coordinate review of electrical installation procedures for conformance to USACE and project specifications Testing, Inspection, and Commissioning Coordinate acceptance testing including: Insulation resistance testing; VLF/hipot testing; Relay testing and calibration; Grounding and continuity testing; Transformer testing; Cable and equipment commissioning Review and verify testing reports, commissioning documentation, and final turnover packages Submittal & Documentation Control Manage submittals, shop drawings, test reports, manufacturer certifications, and material traceability in RMS/QCS Ensure submittals meet specifications and are approved prior to installation Maintain complete QC records including daily reports, logs, checklists, testing documentation, and deficiency tracking Deficiency Management & Oversight Track non-conforming work, corrective actions, and final resolution Prevent rework through proactive QA/QC field presence Special Inspections Coordination Notify the Special Inspector and Special Inspector of Record of required inspections Coordinate Special Inspection activities and ensure documentation is complete and accurate Closeout & Turnover Support Manage closeout deliverables including: As-built drawings; Redlines; Testing and commissioning records; O&M manuals; Warranties; Final turnover documentation Stakeholder Coordination Interface daily with USACE representatives, CORs, inspectors, and project stakeholders Participate in project meetings and provide quality-related updates Support commissioning, testing, and turnover activities
MINIMUM QUALIFICATIONS
Minimum 5 years construction experience, including at least 2 years as a QC Manager on USACE, NAVFAC, or federal projects Minimum 5 years direct QA/QC experience with medium-voltage electrical distribution Current
USACE CQM
for Contractors certificate (or ability to obtain within 90 days) In-depth understanding of the Three-Phase Control System Strong electrical construction knowledge (MV distribution, grounding, duct banks, switchgear, transformers) Experience developing/managing DFOWs Experience with RMS/QCS Ability to read and interpret plans, specifications, and contract documents Proficient with Microsoft Office, Procore, and construction software
PREFERRED QUALIFICATIONS OSHA 30 EM 385 1 1
experience Bachelor's degree in Construction Management, Engineering, or related field Federal project closeout experience
COLORADO / FEDERAL PROJECT REQUIREMENTS
