Position Description Summary NW Construction is seeking an experienced Quality Control Manager (QCM) to lead and administer project-specific quality control programs on federal and heavy civil construction projects. The QCM is responsible for developing, implementing, and managing the Contractor Quality Control (CQC) Program; ensuring all work complies with contract specifications, approved plans, industry standards, and regulatory requirements; coordinating testing and inspections; and maintaining quality documentation required by project owners. The Quality Control Manager serves as the primary quality representative on the project site and works closely with project management, field supervision, subcontractors, testing agencies, and owner representatives to achieve contract compliance and successful project delivery. The QCM has the authority to stop work when necessary to prevent nonconforming work and ensure quality standards are maintained. Quality Program Management Develop, implement, and maintain project-specific Contractor Quality Control (CQC) Plans. Ensure all construction activities comply with contract documents, specifications, drawings, submittals, and applicable standards. Monitor project quality performance and identify potential deficiencies before they impact project progress. Establish and maintain quality control procedures for all definable features of work. Serve as the primary point of contact with owner representatives regarding quality matters. Maintain a complete understanding of all project scopes and construction activities occurring onsite. Preparatory, Initial, and Follow-Up Quality Control Phases Plan and conduct Preparatory Meetings prior to the start of definable features of work. Review approved submittals, plans, specifications, testing requirements, and material approvals before construction begins. Document meeting minutes and distribute records as required. Conduct Initial Phase Meetings at the beginning of each definable feature of work. Verify that approved methods, materials, workmanship standards, and quality controls are being implemented. Perform and document ongoing follow-up inspections to ensure continued compliance throughout construction. Ensure deficiencies are corrected prior to advancement into subsequent phases of work. Inspection and Testing Coordination Coordinate with independent testing laboratories and inspection firms. Schedule required inspections, sampling, and testing activities. Review test reports and inspection results for compliance with project requirements. Track testing frequencies and assure timely submission of all quality documentation. Maintain records of corrective actions and verify resolution of nonconforming work. Coordinate quality control activities with project superintendents, foremen, subcontractors, and engineers. Documentation and Reporting Prepare and maintain daily quality control reports. Maintain project quality records, inspection logs, meeting minutes, test reports, photographs, and deficiency logs. Prepare monthly quality summaries and other contract-required reports. Track project quality metrics and maintain organized records suitable for audits and owner review. Ensure documentation is submitted accurately and within contract-required timeframes. Compliance and Continuous Improvement Monitor work activities for compliance with approved construction procedures and contract requirements. Participate in project planning meetings and coordination efforts. Assist project teams in identifying quality risks and developing mitigation strategies. Facilitate corrective and preventive action processes. Support safety and operational excellence initiatives by integrating quality requirements into daily project execution. Promote a culture of accountability, workmanship excellence, and continuous improvement. Supervisory Responsibilities Directs quality control activities on assigned projects. Coordinates work performed by independent testing agencies and quality consultants. Provides quality-related guidance and training to project personnel. Does not necessarily have direct personnel management responsibility but serves as the lead authority for project quality compliance. Work Environment Active construction site, mining area, or other industrial setting where large scale projects are taking place. Working around various heavy equipment operations. Exposure to various weather conditions such as extreme heat, cold, rain, or wind. Position Requirements Minimum Requirements Must be at least eighteen (18) years of age. Must be legally authorized to work in the country of employment without needing sponsorship for employment work visa status now or in the future. Must have a valid, unrestricted Driver's License. Undergraduate degree in Engineering, Construction Management or related field. Equivalent experience in a construction-related position will also be considered. Minimum five (5) years of experience managing quality control activities on construction projects of similar size, scope, and complexity. Experience with heavy civil, earthwork, concrete, infrastructure, dam, transportation, utility, water resources, or related construction projects. Demonstrated knowledge of construction quality management principles, inspection practices, and testing procedures. Ability to interpret plans, specifications, shop drawings, submittals, and technical reports. Strong written communication and documentation skills. Proficiency with Microsoft Office Suite and electronic project management/document control systems. Must be willing to travel and relocate. Project sites are located throughout the Western United States, so relocation and/or travel are required. Ability to work in outdoor construction environments and access active construction sites. Preferred Qualifications Knowledge of ASTM, AASHTO, and ACI construction standards; construction materials testing procedures; quality management systems; and quality documentation platforms. Experience serving as a Quality Control Manager or Quality Control Supervisor on federal construction projects. USACE Construction Quality Management (CQM) for Contractors certification. Certified Quality Auditor (CQA), Certified Construction Quality Manager, or similar quality-related credentials. Experience coordinating geotechnical, concrete, compaction, materials, and specialty construction testing. Familiarity with FAR construction quality requirements and quality provisions associated with federal agencies. Knowledge, Skills, and Abilities Thorough understanding of construction quality control systems and documentation requirements. Strong organizational and recordkeeping abilities. Ability to independently prioritize work and manage multiple quality activities simultaneously. Excellent problem-solving and conflict resolution skills. Ability to communicate effectively with craft personnel, foremen, project managers, engineers, testing agencies, and owner representatives. Ability to identify nonconforming work and implement corrective actions. Ability to exercise sound judgment when making quality-related decisions. Physical Requirements Ability to walk uneven terrain, climb ladders, access excavations, and traverse active construction sites. Ability to stand, walk, bend, kneel, and work outdoors for extended periods in varying weather conditions. Ability to lift up to 25 pounds occasionally.
