$105,000+ base salary, depending on experience, plus annual incentive and full benefits About the Company Our client is a Service-Disabled Veteran-Owned Small Business (SDVOSB) providing facility management solutions across the full facility lifecycle. The company supports both military and commercial environments and provides services including: Operations & Maintenance Facility Support Services Equipment Services Transition & Activation Energy Management Logistics The organization focuses on developing and implementing practical, cost-effective solutions to facility-related challenges while maintaining safe, reliable, and effective facility operations. Position Summary Our client is seeking an experienced Quality Control Manager (QCM) to implement, manage, and monitor the Quality Control Program for Operations and Maintenance services supporting Northeast Air Force Medical Treatment Facilities. The QCM will be physically assigned to McGuire AFB and will serve as the primary Quality Control Manager with oversight responsibility for McGuire AFB, Dover AFB, and Hanscom AFB . This individual will provide direction to designated QC personnel at Dover and Hanscom and ensure consistent implementation of the approved Quality Control Plan across all three locations. The QCM may not be dual-hatted with another contract position and must be present on-site during normal facility duty hours. Key Responsibilities Implement and administer the approved Quality Control Plan across all three Medical Treatment Facility locations. Serve as the primary QCM and provide oversight of quality-control activities at McGuire, Dover, and Hanscom AFB. Ensure contractor and subcontractor personnel comply with established quality standards and contract requirements. Perform and document scheduled and unscheduled QC inspections covering: Preventive maintenance Corrective maintenance Emergency maintenance Repairs Other contract services Monitor QC activities performed by designated personnel at Dover and Hanscom. Provide remedial training when quality deficiencies are identified. Identify deficiencies before performance becomes unacceptable. Coordinate timely corrective and preventive actions. Verify work quality, completeness, documentation, and compliance with applicable technical requirements. Ensure required QC inspections and testing are completed at the frequencies established by the contract and Quality Control Plan. Monitor the quality of subcontractor work, including required inspections and testing. Maintain complete QC inspection records and make records available to Government representatives upon request. Coordinate quality issues with contract management, Facility Managers, Government representatives, technicians, and subcontractors. Support Government inspections, Joint Commission activities, performance evaluations, and corrective-action initiatives. Conduct periodic visits to Dover and Hanscom to validate QC program implementation and consistency. Provide QC data and information required for contract reporting and monthly progress reports. Train site personnel regarding Quality Control Plan requirements and identified deficiencies. Minimum Qualifications Candidates must meet the following requirements: At least 2 years of experience in quality-control evaluation and reporting within construction or facility management. At least 2 years of experience working in comparably sized healthcare facilities. Demonstrated ability to conduct, document, and manage facility-maintenance quality-control inspections. Knowledge of preventive maintenance, corrective maintenance, emergency maintenance, facility infrastructure, and subcontractor quality control. Ability to identify deficiencies, determine corrective actions, and verify satisfactory completion. Strong written documentation, reporting, organizational, and communication skills. Ability to work effectively with Government representatives, Facility Management personnel, technicians, subcontractors, and management. Ability to obtain and maintain required DoD installation and system access. Ability to periodically travel between McGuire AFB, Dover AFB, and Hanscom AFB.Preferred Qualifications Preferred experience includes:
Quality-control experience supporting DHA, DoD, USACE, VA, or other Federal healthcare Operations & Maintenance contracts . Experience with Joint Commission Environment of Care and Life Safety requirements. Knowledge of NFPA, OSHA, UFC, DHA, andEM 385-1-1
requirements applicable to facility Operations & Maintenance. Experience with DMLSS, LogiCole, Maximo, or similar computerized maintenance management systems.Experience performing QC inspections involving:
HVAC Electrical systems Plumbing Life-safety systems Emergency power Building automation systems Medical gas Other healthcare facility infrastructure Experience with root-cause analysis, corrective and preventive action, performance trending, and continuous improvement. Certified Healthcare Facility Manager (CHFM) or another recognized healthcare/facility management certification is beneficial but not required. Quality Control Inspection Requirements The Quality Control Manager will be responsible for ensuring required QC inspection levels are achieved, including: 100% inspection of scheduled and unscheduled maintenance for DMLSS Risk Factor Category 1- Catastrophic and Category 2
- Critical systems. For Category 3
- Marginal and Category 4
- Negligible systems: At least 10% of unscheduled maintenance At least 20% of preventive maintenance 100% inspection of emergency maintenance. All QC activities must be properly documented and maintained in accordance with the approved Quality Control Plan and contract requirements. - McGuire AFB, New Jersey The QCM will have overall quality-control oversight responsibility for: McGuire AFB, New Jersey Dover AFB, Delaware Hanscom AFB, Massachusetts Periodic travel to Dover and Hanscom is required to conduct inspections, validate site QC programs, provide training, investigate deficiencies, and support Government or contract requirements.
