Job Description:
The Quality Control Manager plays a critical role in ensuring that all design and construction activities meet project specifications, contractual requirements, and federal standards. This role provides the technical expertise needed to review, inspect, and document daily work activities with precision and consistency. While the Project Manager and Superintendent oversee overall project delivery, the QC Manager focuses exclusively on enforcing quality requirements and compliance. To maintain independence from competing priorities (schedule, safety, productivity), the QC Manager reports directly to the Superintendent. This position is based on Ellsworth Air Force Base in Rapid City, South Dakota, supporting a high‑visibility national defense program.

Responsibilities:
Implement and manage the full USACE Three‑Phase Quality Control Program Conduct inspections, documentation, testing coordination, and daily reporting Ensure all work complies with contract documents, specifications, and federal standards Support commissioning, submittal review, rework tracking, and corrective action processes Coordinate closely with the Superintendent while maintaining independence from production Interface with USACE, design teams, subcontractors, and Air Force personnel Maintain documentation required for federal audits and project closeout Uphold strict safety and security standards, working adjacent to active runways and live airfield operations
Qualifications:
Required 5+ years of experience as a contractor Quality Control Manager on USACE Federal projects Minimum 2 years of construction experience on relevant vertical construction projects QC experience on $50M+ ground‑up or federal projects Degree in Engineering, Architecture, Construction Management, or related field Strong understanding of federal documentation standards and
USACE QC
protocols Preferred Prior experience working on Air Force, DoD, or highly secure federal job sites Strong documentation skills and familiarity with RMS/QCS software
