This is a multi-discipline, new construction project encompassing over 20 CSI divisions, including sitework and earthwork, cast-in-place concrete, structural steel and metal building systems (PEMD) , architectural finishes, roofing and building envelope systems, mechanical/HVAC, plumbing with high-pressure compressed air piping, fire suppression including wet-pipe sprinkler systems and fire pumps, full electrical distribution with pad-mounted switchgear and transformers, fire alarm, telecommunications, BACnet direct digital controls, cybersecurity for facility-related control systems, and building commissioning. The QC Manager will serve as the sole authority for implementing and managing the Contractor Quality Control (CQC) program in accordance with NAVFAC specifications and
USACE EM 385-1-1.
Responsibilities Day-to-day responsibilities include managing the three phases of quality control (Preparatory, Initial, and Follow-Up) across all definable features of work, leading biweekly QC meetings, coordinating with the Special Inspector of Record, the Commissioning Contractor, and a Registered Fire Protection Engineer within the QC organization. The QC Manager will be responsible for submittal review and approval, maintaining the Testing Plan and Log, tracking, and closing rework items, preparing, and submitting daily CQC Reports and Contractor Production Reports through the electronic contract management system, and furnishing QC certifications for invoicing and project completion. This position reports directly to a company officer and is independent of the Project Superintendent and Project Manager. No construction work or testing may proceed unless the QC Manager is on site. Skills The QC Manager must have a minimum of 10 years of combined experience serving as a Project Superintendent, QC Manager, Project Manager, Project Engineer, or Construction Manager on similar size and type federal construction contracts that included the major trades reflected in this project. At least two of those years must be direct QC Manager experience. The individual must hold a current Construction Quality Management (CQM) for Contractor's certification. Familiarity with
EM 385-1-1
safety requirements, hazard identification, and sustainability practices is required.
A NAVFAC
DBIDS-eligible background and prior experience working on Navy installations is strongly preferred. This is a full-time, on-site position for the duration of construction. Candidates with prior NAVFAC or
USACE QC
experience and familiarity with pre-engineered metal building systems installations, concrete and utility, HVAC, electrical, flooring, interior finishes, etc. will be given priority.
