Job Description

Job Description Overview Our client is seeking a Quality Control Manager (QCM) to support a federal healthcare construction project at the Naval Medical Center in Portsmouth, VA. This role will focus heavily on MEP quality control, submittal management, and ensuring compliance with USACE and federal construction requirements. The team is open to hiring at either the Manager level or a more junior/associate level, depending on experience. This individual will work closely with project leadership and serve as a key contributor to the quality assurance and compliance process throughout the project lifecycle. Key Responsibilities
  • Implement and manage quality control (QC) processes in accordance with US Government contract requirements
  • Review subcontractor submittals, route to the Designer of Record (DOR), and manage approvals through RMS
  • Maintain and track the submittal register
  • Conduct MEP inspections across all phases of construction
  • Ensure compliance with RFPs, specifications, drawings, and federal standards
  • Perform inspections of incoming materials, in-progress work, and completed installations
  • Analyze quality issues, identify root causes, and implement corrective actions
  • Coordinate with field teams, subcontractors, and leadership to resolve quality concerns
  • Train project staff on QC processes and maintain documentation

  • 5+ years of experience in construction quality control or similar role
  • Background supporting federal / USACE construction projects
  • CQM-C Certification (or ability to obtain)
  • Associate's degree minimum (or equivalent experience)
  • Strong understanding of MEP systems (highly preferred)
  • Familiarity with RMS (Resident Management System) and federal documentation processes
  • CQM-C (Construction Quality Management for Contractors) - required or must obtain
  • ASHE Healthcare Construction Certification (HCC) ○ Must have or obtain within 30 days (company-paid)
  • First Aid (or ability to obtain)
  • Experience in healthcare construction environments (hospitals, clinics, medical facilities)
  • OSHA 10 certification
