Quality Control Manager / Onsite Construction Manager Job Description This onsite role combines responsibilities as Quality Control Manager, Construction Manager, and Site Safety and Health Officer on a federal construction project. You will oversee daily field operations, subcontractor performance, and site safety while ensuring strict compliance with USACE or NAVFAC standards, EM 385-1-1, and contract requirements. The position requires a seasoned construction professional who can manage schedule, quality, and safety concurrently and effectively coordinate with multiple project stakeholders. Responsibilities Serve as the onsite Construction Manager, providing day-to-day leadership and oversight of all construction activities. Oversee subcontractor performance, ensuring work quality, productivity, and adherence to project requirements. Perform Quality Control Manager (QCM) duties in accordance with
USACE/NAVFAC
standards and contract specifications. Act as the Site Safety and Health Officer (SSHO), ensuring full compliance with EM 385-1-1 and all site-specific safety requirements. Manage the overall project schedule, including sequencing of work and coordination of trades to maintain progress and meet milestones. Conduct and document quality control inspections, including three-phase inspections and daily quality reports. Lead site safety meetings and toolbox talks, and perform regular safety audits to reinforce and enforce safety protocols. Coordinate closely with project stakeholders, including government representatives, subcontractors, and internal project teams, to align expectations and resolve issues. Review, track, and manage submittals, RFIs, and other project documentation to ensure timely approvals and compliance with contract requirements. Identify, troubleshoot, and resolve field issues promptly to maintain project momentum and regulatory compliance. Verify that all work aligns with contract drawings, specifications, and applicable federal regulations. Maintain organized project records, reports, and documentation to support quality, safety, and contractual compliance. Essential Skills Minimum 10+ years of construction management experience, preferably on federal or Department of Defense (DoD) projects. Active OSHA 30 Certification. CQM-C Certification (Construction Quality Management for Contractors). Proven experience successfully serving in a "triple hat" role as Superintendent, Quality Control Manager (QCM), and Site Safety and Health Officer (SSHO) on federal projects. Strong working knowledge of USACE or NAVFAC standards and requirements. Hands-on experience implementing and managing

safety requirements on construction sites. Demonstrated ability to manage multiple responsibilities simultaneously while maintaining compliance, organization, and documentation quality. Strong communication skills, with the ability to interact effectively with government representatives, subcontractors, and internal teams. Proven leadership skills, including the ability to lead field teams, conduct meetings, and enforce quality and safety standards. Solid understanding of construction management principles, including scheduling, sequencing, and coordination of trades. Proficiency in quality control practices, including three-phase inspections and detailed reporting. Strong commitment to site safety, including hazard recognition, risk mitigation, and enforcement of safety protocols. Additional Skills & Qualifications Experience working on federal or DoD construction projects with USACE or NAVFAC oversight. Background in quality control, including conducting inspections, documenting deficiencies, and verifying corrective actions. Experience serving in combined roles such as Superintendent, QCM, and SSHO on complex construction projects. Familiarity with managing submittals, RFIs, and project documentation in a structured, compliant manner. Ability to build strong working relationships with diverse project stakeholders and maintain clear, professional communication. Strong organizational skills and attention to detail in recordkeeping, reporting, and documentation. Ability to adapt to changing field conditions while maintaining schedule, quality, and safety priorities. Work Environment This is a fully onsite role based at a construction project in Quantico. You will work in an active construction environment, coordinating directly with field crews, subcontractors, and government representatives on a daily basis. The position requires regular presence in the field to conduct inspections, lead safety meetings, and monitor progress, as well as time in a site office to manage documentation, scheduling, and coordination activities. The work environment emphasizes strict adherence to federal safety and quality standards, including EM 385-1-1 and USACE or NAVFAC requirements. You can expect a dynamic setting where priorities may shift quickly based on project needs, requiring flexibility, clear communication, and a strong safety and quality mindset. Job Type & Location This is a Contract to Hire position based out of Virginia Beach, VA. Pay and Benefits The pay range for this position is $110000.00 - $120000.00/hr.
