QUALITY ASSURANCE SPECIALIST- PROGRAMS
General Statement of Function:
The Quality Assurance Specialist ensures the delivery of high-quality, person-centered services across all Oparc programs. This role supports the Chief Program Officer by coordinating quality assurance, regulatory compliance, and continuous quality improvement (CQI) efforts. The Specialist monitors program effectiveness, regulatory adherence, and service outcomes to ensure alignment with participant goals, regulatory standards, and Oparc's organizational values. This position promotes risk mitigation, data-driven decision-making, and a culture of accountability and excellence. Quality Assurance & Program Monitoring Conduct routine and unannounced site visits, including community-based activities and outings. Observe and evaluate the implementation of daily schedules, planned activities, and staffing supports are as designed. Monitor adherence to person-centered planning principles and ensure meaningful participant engagement. Ensure participant goals remain individualized, relevant, and actively supported through program services. Evaluate staff-participant interactions to ensure dignity, respect, and appropriate support are consistently demonstrated. Identify service delivery gaps and recommend corrective actions and quality improvements. Compliance & Risk Management Ensure compliance with applicable regulatory and accreditation standards (e.g., CCL, DDS, CARF) and internal policies. Review program documentation for accuracy, completeness, and alignment with participant outcomes. Support preparation for audits, surveys, and accreditation reviews. Maintain centralized quality and compliance documentation to support regulatory and accreditation inquiries. Oversee incident management, trend analysis, and systemic risk assessments. Continuous Quality Improvement & Data Analysis Coordinate internal reviews, audits, and program evaluations across all programs. Track, trend, and analyze findings from site visits, audits, incidents, and reviews. Identify systemic issues, risks, and opportunities for improvement across programs. Lead and support the development and implementation of corrective and preventive action plans in collaboration with program leadership. Monitor and evaluate trend changes over time to assess the effectiveness of corrective and preventive actions, ensuring sustained improvement and accountability. Establish and maintain feedback loops that connect data analysis, action planning, and outcome evaluation. Contribute to the design, implementation, and continuous refinement of quality improvement initiatives. Collaboration, Coaching & Communication Collaborate with program leadership and direct support staff to implement quality improvement plans. Provide coaching, feedback, and guidance to staff and supervisors to support best practices and continuous improvement. Promote consistent communication, documentation, and record-keeping standards across programs. Translate quality, compliance, and performance data into clear, actionable insights for leadership. Elevate significant trends, gaps, and risk issues to the Chief Program Officer. Promote an organizational culture of continuous learning and improvement. Reporting & Quality Systems Management Compile and present quality, compliance, and performance data in clear monthly summaries and annual reports. Coordinate and maintain Oparc's program quality systems, including internal reviews, audits, incident tracking, and corrective action plans. Inform leadership decision-making through timely, accurate quality reporting and analysis. Report on trend changes and the effectiveness of corrective actions, providing leadership with clear visibility into progress, risks, and outcomes. Qualifications High school diploma or GED required; Bachelor's degree in Human Services, Social Work, Psychology, or a related field preferred. Minimum of 2-3 years of experience in quality assurance, program oversight, compliance, or direct services in a human services setting. Knowledge of person-centered practices and service planning. Familiarity with state regulations and accreditation standards (CCL, DDS, CARF) preferred. Ability to work independently and conduct field-based evaluations with minimal supervision. Excellent communication and interpersonal skills. Strong attention to detail, critical thinking, and sound judgment. Demonstrated professionalism and ability to maintain confidentiality. Collaborative leadership style with the ability to influence and support change. Commitment to participant rights, dignity, and ethical service delivery. Strong organizational, analytical, and written communication skills with demonstrated follow-through. Proficiency in Microsoft 365 (Word, Excel, Outlook, PowerPoint, SharePoint), Teams, and Canva. Valid California driver's license have at least 2 years of driving experience, a clean driving record, reliable transportation, and current vehicle insurance Work Environment Frequent travel between program sites and community locations. Combination of office-based, program-based, and field-based work. Flexibility is required to accommodate program observations across varying schedules, including early mornings and evenings.

Generally, Monday through Friday, 8:00 AM to 4:30 PM, including a 30-minute unpaid meal period. Flexibility is required, as early morning and evening hours may be necessary to meet program needs and observe services across varying schedules.
