Job Description
The Construction QA Auditor will assist the QA Audit Manager with contractor Project-specific Quality Plan Reviews, perform Construction Quality Audits assessing contractors' implementation of approved plans and participate in the development of the standard operating procedures (SOPs) for quality processes including Contractor Performance Evaluation Reports (CPERs). Perform formal Construction Quality Audits of external MBTA Engineering and Capital Delivery (ECD) contractors to ensure that approved project-specific quality plans are properly implemented. Perform audits in conformance with the Federal Transit Administration (FTA) Quality Management System (QMS) Guidelines and MBTA policies and procedures. Prepare and review all audit process documents, including audit plan and audit report. Track audit results for multiple audits until closure. Review contractor Project-specific Quality Plans to verify contractor conformance with MBTA and FTA requirements. Perform internal QA Audits on MBTA entities to verify conformance to MBTA policies and procedures. Prepare monthly and other performance reports using data generated by the MBTA's PMIS, Trimble Unity Construct, and other sources. Develop and maintain QA files using the
MBTA PMIS
Trimble Unity Construct, and other document retention systems. Manage administrative tasks and schedules to meet deadlines and work autonomously when required. Understand and apply job practices, standards, processes, and concepts, and complete assigned tasks on time and meet technical requirements. Partner effectively with other MBTA departments to develop and maintain quality procedures. Serve on committees as needed to assist with the development and maintenance of Quality procedures and manuals. A Bachelor's degree from an accredited institution in a related field. Two (2) years of experience in quality assurance or auditing roles for construction projects (preferred in the public transportation sector), experience with QA/QC for engineering projects, and/or in working with engineering documentation and technical review and writing. Strong written and interpersonal skills; effective organization, analytical, and multi-tasking abilities. The ability to use the MS-Office suite of applications as well as Database applications. The ability to address large groups as well as the ability to handle potentially sensitive situations with construction contractors and engineering consultants. Effectively communicate with customers, employees, contractors and vendors. Possess excellent customer service, conflict resolution, time management, communication, presentation and speaking skills. Ability to work effectively with a diverse workforce. A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. An associate's degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. A master's degree in a related subject substitutes for two (2) years of general experience. A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience Preferred Experience and Skills Experience working on major transit and rail projects. Degree concentration in Engineering, Construction Management, Architecture, or a related field. Formal training and/or certification, such as American Society of Quality (ASQ)'s Certified Quality Auditor (CQA) Formal training/certification in QA/QC (NTI, NETTCP, Six Sigma).
