Job Description

Job Summary Our Construction Management team is seeking a Quality Engineer for various Transportation projects. This position will report to the Quality Manager and will require significant experience in quality inspection oversight on rail, transit, or other design-build projects. The candidate will be responsible for the overall management and supervision of the project's quality program.
Responsibilities & Qualifications Responsibilities:
Implement the Quality Assurance Plan (QAP) and Quality Management System (QMS) in accordance with
NYCT QA/QC
Guidelines. Coordinate and manage all quality related issues between the TYLI team, NYCT, Design Consultants (DCs), and General Contractors (GCs). Review quality plans and procedures prepared by the DCs and GCs to verify compliance with NYCT quality standards. Schedule and coordinate management reviews of the QMS to verify effectiveness and promote continuous improvement. Implement and manage the system for training the TYLI staff to ensure adherence to the QAP. Schedule and coordinate regular quality meetings for the program to review status of non-conformance reports and coordination of quality activities. Monitor adherence by the General Contactor(s) to the approved Quality Plans and perform internal audits of the TYLI Team's operations and external audits of the General Contractor(s). Monitor GCs' inspection activities during construction to ensure that required inspections are performed and documented as specified in the contract documents. Monitor testing activities performed by the GCs' independent testing companies. Verify that test equipment is calibrated as required and that all tests are performed and documented in accordance with the contract documents. Coordinate inspection activities between the Field Inspectors and GCs' staff. Monitor the schedule to ensure that inspection and testing activities are scheduled. Verify adherence of the GCs' staff to the GCs' Quality Plans, NYCT Resident Engineer Manual, NYCT Inspector Handbook, and contract documents by conducting observations. Verify that the current versions of the construction documents (drawings, specifications, Requests for Information, submittals, etc.) are used in the field by the GCs.
Qualifications:
Accredited four degree in engineering or global equivalent in applicable field of study and eight (8)+ years of work-related experience on rail, transit, or other design-build projects, or a combination of education and directly related projects. Experience working with
NYCT QA/QC
Guidelines. Experience working with staff and procedures on large, complex projects. Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders. Experience developing, implementing, and directing the processes that result in a specific level of quality required by a Quality Program. Proficient in Microsoft office software (Word, Excel. As part of that commitment, we have provided the base compensation range of $117,300 - $166,000 annually for this position and local market.
