Card Manager is responsible for direction, administration, support and compliance in the areas of Automated Clearing House (ACH), ATM/Debit/Credit cards, electronic share draft (checking) and Zelle services. Be knowledgeable in BSA and Red Flag subject matter to detect and prevent fraudulent activity. In addition, establish department procedures and policies. Provide leadership and ensure smooth departmental operations resulting in exceptional service to both internal and external customers. Essential Functions Responsible for managing, scheduling, training and developing the EFT Specialist Team, including processing functions, vendor relationships and projects. Provide leadership, guidance and direction regarding structure and implementation of department policies, procedures and standards of regulatory compliance. Support all management decisions and fulfill responsibilities in a professional manner while active as a role mode for team members. Act as a subject matter expert in handling Zelle transactions research, fraud monitoring, member disputes and General Ledger reconciliation. Serve as the primary point of contact for Zelle-related inquiries, issues and operational support Research, develop and manage all new products and projects related to the department Demonstrate knowledge and understanding of the BSA and OFAC, including the immediate reporting of unusual or suspicious activity to Compliance. Undertake additional training specific to daily responsibilities and as required, to ensure continued compliance with all applicable regulations. Review accounts where transactions are outside of pre-established parameters to ascertain if action may be required and review these cases with VP of Operations to determine steps and/or if reports are required. Assist with Regulation E dispute intake, documentation, investigation, provisional credit tracking, resolution and member communication. Oversee the day-to-day operations of the Checking, ACH, ATM, Zelle, VISA Debit card and VISA Credit Card function by setting priorities, directing staff, securing resources, and continuously evaluating and revising assignments and workflows. Clearly communicate Credit Union philosophy and departmental strategy. Conduct weekly staff meetings, frequent one on one coaching and annual written evaluations. Provide and/ore request relevant cross-training and back-up support for team members to assist in their development and ability to meet team goals, as well as for career path skill sets. Assist in the management of General Ledger settlement accounts. Ability to independently serve as Credit Card Services resource for more complex system related issues and troubleshooting. Other duties as assigned. Job Qualifications Bachelor's degree in accounting, finance or related field or a combination of equivalent experience and education Leadership skills that include experience building teams, coaching and mentoring remote and onsite staff. Working knowledge of Zelle, ACH, debit card activity, electronic funds transfer (EFT), transaction research, and dispute resolution practices preferred Self-directed individual with well-developed interpersonal skills, effective communications skills both written and oral, as well as time management skills. Demonstrated ability for independent thinking and problem solving. Strong attention to detail and ability to maintain accurate documentation for audits, compliance reviews and internal quality assurance Credit union or community banking experience preferred, with a focus on payments, investigations and transaction processing ACH Professional (AAP) certification highly desired Understanding of Regulation E requirements and related documentation, timelines and resolution expectations, preferred Working knowledge of computer applications, to include MS Office products General accounting knowledge preferred Must be willing to travel periodicallyDISCLAIMER
