Job Description

WASTEWATER DIVISION OPERATOR
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job .
GENERAL PURPOSE
Under the Wastewater Division Head's direction, the Wastewater Division Operator would assume various responsibilities relating to the operation of the wastewater treatment plant and collection system of the city, ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to assigned areas of responsibility.
SUPERVISION RECEIVED
Works under the general supervision of the Wastewater Division Head.
SUPERVISION EXERCISED
Provides general supervision, as directed by the Wastewater Division Head, to wastewater division employees to accomplish the overall functions of the wastewater facilities systems.
ESSENTIAL FUNCTIONS
The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Plan, prioritize, review, and participate in the work responsible for wastewater facilities operations. Helps to maintain the city's wastewater delivery system, ensuring that project improvements are planned for and implemented, repairs are performed as to city & state standards and are implemented in a timely manner. Establish schedules and methods for providing efficient wastewater services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly. Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures. Maintains files on wastewater standards tests, research into problems; suggests solutions. Perform the more technical and complex tasks of the work unit including implementing changes to improve efficiency and wastewater facilities operations cost effectiveness. Coordinate laboratory sampling and analysis and ensure compliance with current wastewater collection requirements as established by local, State, and Federal agencies. Performs related or other duties as assigned including but not limited to: Learns the city's location of the wastewater collection system, operates lift-stations and essential functions of the treatment plant. Learns how to effectively perform repairs and adjustments to the treatment plant and collection system. Coordinate activities of private contractors to minimize disruption of the water distribution processes. Monitor and adjust computerized SCADA system and process control software. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of water facilities operations.
MINIMUM QUALIFICATIONS
The following generally describes minimum qualifications required to enter the job and/or be learned within a short period of time to successfully perform the assigned duties. Must pass drug screen/testing requirements. Ability to be ON CALL
  • On Call is defined as such off-duty time when the employee is required to either carry a "cell phone" or stay near a phone and/or remain within the city and/or can respond for "return to work duties" within a 15-minute period of time.
Current CDL Driver's license with air brakes endorsement. (Or ability to obtain one within 90 days of date of hire).
KNOWLEDGE OF
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. A general working knowledge of municipal wastewater treatment plant systems and municipal wastewater collection systems is helpful but not necessary for hire. Knowledge of common construction methods and materials a plus Federal, State and local regulations pertaining to municipal wastewater. Hazardous chemicals and their proper handling and usage. Principles of supervision, training and performance evaluation. Modern and complex principles and practices of laboratory sampling, testing, and interpretation. Computer operations and wastewater facilities operations software. Accepted safety practices and procedures. Pertinent Federal, State and local laws, codes and regulations.
Ability to:
Participate in and complete safety training courses including CPR, Confined Space, and Self-Contained Breathing Apparatus training. Develop and maintain effective working relationships with the public. Ability to work as a team member, work under stressful situations and make critical decisions. Interpret and explain City policies and procedures. Prepare clear and concise reports. Operate office equipment including computers and supporting software applications. Adapt to changing technologies and learn functionality of new equipment and systems. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.
Education/Training:
High School Diploma or equivalent. Current CDL Driver's license with air breaks endorsement. (or ability to obtain one within 90 days of date of hire).
