NEWS, VA CITY OF OPPORTUNITY GENERAL STATEMENT OF RESPONSIBILITIES
Under limited supervision, this position is responsible for performing complex skilled and technical work in the repair, maintenance and installation of permanent stand-by and portable generators, automatic transfer switches, generator and transfer switch control circuits and by-pass pumps to ensure alternate power supply is available to City facilities. Serves as a lead worker. Reports to the Operations Superintendent.
ESSENTIAL JOB FUNCTIONS
Troubleshoots, diagnoses and repairs electrical and mechanical failures with generators, transfer switches and equipment related to stormwater and sewage pumping stations replaces mechanical and oil seals and air compressors; inspects valves, injection pumps, injectors and related components. Reads and interprets sketches, blueprints, technical manuals, specifications and schematics. Reviews, recommends and assists with the installation of replacement generators, transfer switches, by-pass pumps and portable generators; assists with the removal of pumps, motors and control panels; supervises rigging for various generators, transfer switches and by-pass pumps. Reviews work orders, work progress, schedules, and priorities to ensure efficient and effective utilization of personnel and equipment; and receives requests for emergency and unscheduled work and makes arranges for prompt services. Operates assigned service vehicle, calipers, feeler gauges, micrometers, fluke meters, meggers, amp
  • clamps, hand and power tools, booms, welder, pressure tester and reactive and resistive load banks.
Maintains inventory of, generators, by-pass pumps and spare parts; periodically inspects generators and pumps for proper operation and works with Engineering staff and vendors; initiates procurement of replacement supplies and equipment as necessary, to include welding and fabricating of parts and making special tools; makes cost and material estimates; collects data for preventive maintenance system; maintains activity logs, monitors work orders and service requests and completes work orders and reports; and responds to citizen inquires and complaints. REQUIRED KNOWLEDGE
 Electrical
  • Thorough knowledge of mechanical and electrical systems and procedures, methods and techniques to design, install, repair and maintain generators, by-pass pumps, transfer switches, starters and linear motors. Comprehensive knowledge of AC and DC electrical controls on generators and 12-24 VDC and 120-480 VAC.  Engines
  • Comprehensive knowledge of diesel, gasoline, natural gas, propane driven internal combustion engines and hybrid and biofuel systems.  Equipment Operation
  • Thorough knowledge of the proper procedures for operating, inspecting and maintaining tools and related equipment, to include precision measuring equipment, as needed to construct and maintain properties and equipment. Knowledge of laws and regulations governing the operation of equipment and materials.  Safety
  • Knowledge of occupational hazards, safety precautions, and safety regulations related to equipment operation, hazardous materials, traffic patterns and conditions, and other work related precautions.

  • Ability to utilize a variety of shop tools and equipment to perform routine repair work of equipment.  Time Management

EDUCATION AND EXPERIENCE
Requires a high school diploma and 5-7 years of experience servicing and repairing electro-mechanical systems, generators, transfer switches and by-pass pumps or related experience, or an equivalent Page 2 of 3

  • Mechanical Systems preferred.
ADDITIONAL REQUIREMENTS
Requires satisfactory results from a pre-employment medical evaluation; pre-employment substance abuse testing and is subject to random alcohol and controlled substance testing. Requires a valid driver's license with an acceptable driving record. Must obtain a Commercial Driver's License (CDL) permit prior to employment and complete the practical portion of the CDL test within 60 days of employment to include the Tanker and Hazmat endorsement. Must successfully complete the required National Incident Management System (NIMS) Incident Command System Certifications within one year of employment. The job is considered Essential Personnel and will be required to work during and following natural disasters and emergency situations. Must provide and maintain a full set of hand tools and locking toolbox.
PHYSICAL REQUIREMENTS
 Tasks require the regular and, at times, sustained performance of moderately physically demanding work.  Some combination of climbing and balancing to include climbing ladders, stooping, kneeling, crouching, and crawling.  May involve the lifting, carrying, pushing, and/or pulling of heavy objects and materials (50-100 pounds).
SENSORY REQUIREMENTS
 Some tasks require the ability to perceive and discriminate sounds, depth, texture, and visual cues or signals.  Some tasks require the ability to communicate orally.
ENVIRONMENTAL EXPOSURES
Performance of essential functions may require exposure to adverse environmental conditions, such as, temperature and noise extremes, vibrations, machinery, hazardous materials, confined spaces, vibrations traffic hazards, or toxic agents, disease. Page 3 of 3
