Incumbents in this position plan and supervise community development housing support program activities, program monitoring activities, subordinate personnel and housing-related contracts for the Community Development Administration.
Essential Functions and Responsibilities:
Plans, organizes, assigns and directs the work activities of subordinate staff to realize the unit's work goals and to ensure the consistent application of unit and/or technical policies, procedures and guidelines. Trains subordinate staff in the work principles, policies and or procedures to maintain and/or improve the production levels of employees in accordance with established work performance standards. Supervises and oversees the issuance of CDBG contracts within EGRAMS. Conducts technical assistance and monitoring visits for all funded agencies. Reviews and revises monthly programmatic reports to ensure compliance. Responds to applicant and homeowner complaints and concerns. Reviews and interprets federal regulations and legal documents to determine applicant eligibility for assistance.
Knowledge, Skills and Abilities:
Data Utilization:
Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions.
Human Interaction:
Requires the ability to provide first line supervision. Ability to persuade, convince, and train subordinates. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations to clients, contractors, city officials, civic and business groups.
Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate a variety of office equipment such as computer terminal, typewriter, telephone, fax machine, calculator/adding machine, computer printer and photocopier.
Verbal Aptitude:
Requires the ability to utilize a variety of advisory data and information such as contracts, budgets, reports, performance appraisals, personnel policies, financial statements, census information, directories, maps, rules, regulations, statutes, policies, procedures, guidelines and non-routine correspondence.
Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals; and may require the ability to utilize principles of fractions and/or interpret graphs.
Functional Reasoning:
Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
Situational Reasoning:
Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
Environmental Factors:
Tasks are regularly performed in safe and comfortable surroundings without exposure to adverse environmental conditions.
Physical Requirements:
Requires the lift, push and pull up to twenty pounds to move files, papers and shift office equipment. Requires the ability to stoop, bend and twist to operate office equipment.
Sensory Requirements:
Requires the ability to recognize and identify similarities or differences between characteristics of sounds associated with job-related objects, materials and tasks to converse with clients and others. Qualifications A Bachelor's degree in Public Administration, Urban Planning, or a directly related field; plus two years of experience working with community or housing development, economic development, or related federal programs. OR an equivalent combination of education, training and experience.
License:
Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
