Communications Specialist 13 (Public Involvement and Hearing Officer) - Bureau of Development

Job Description This position functions as the statewide specialist for planning, facilitating, and implementing public meetings and hearings for the environmental clearance of Michigan Department of Transportation (MDOT) projects. This position coordinates public outreach and involvement with the MDOT region communications and planning staff, consultant teams, and project managers. This position certifies to the Federal Highway Administration (FHWA) that all public involvement on individual projects, whether in-house or consultant, has met the standards established by MDOT procedures. Managing the public involvement process must be executed efficiently and effectively to deliver the Department's program on schedule. This position promotes statewide consistency in public involvement and develops and delivers training to MDOT staff on public involvement best practices. This position seeks out and tests innovative approaches to public involvement and distributes the results of the analysis to others within MDOT for their use. The position serves as a statewide resource for all MDOT staff who conduct public outreach and seeks ways to build partnerships with these staff. This position requires possession of a valid driver's license to administer public meetings and hearings. Required Education and Experience Education Possession of a bachelor's degree in English, journalism, communications, broadcasting, telecommunications, advertising, or communication arts. Experience Four years of professional experience in the communications field equivalent to a Communications Representative, including two years equivalent to a Communications Representative P11 or one year equivalent to a Communications Representative 12.
