Provide subject matter expertise in stakeholder engagement, communications, and change management across enterprise ICAM modernization programs. Support coordination between technical ICAM teams, business stakeholders, and program leadership to ensure successful adoption of identity governance, lifecycle, and Zero Trust initiatives. This role requires experience in federal ICAM environments, stakeholder coordination, and program communications, with the ability to translate complex identity and access management concepts into actionable business and operational outcomes.
Responsibilities:
Stakeholder Engagement & Coordination Engage AOUSC, TSO, SDSO, and court-level stakeholders to gather requirements and document business needs Facilitate stakeholder meetings, working groups, and governance forums Serve as liaison between ICAM engineers, policy teams, and business stakeholders Track stakeholder dependencies, risks, and feedback to support program alignment Support cross-functional coordination across identity, security, and business teams Communications & Change Management Develop and execute ICAM communications strategies supporting modernization initiatives Create stakeholder-facing materials including: Executive briefings Program updates Roadmap communications Outreach and awareness content Translate ICAM concepts such as identity lifecycle, access governance, and Zero Trust into business-friendly messaging Support change management and adoption efforts across Judiciary organizations ICAM Process & Governance Support Support documentation and communication of ICAM processes including: Joiner / Mover / Leaver (JML) workflows Access governance and provisioning processes Authentication and authorization models Assist in aligning stakeholder requirements with future-state ICAM processes Support interpretation and dissemination of NIST, Zero Trust, and Judiciary ICAM guidance Program Management & Analytical Support Provide PMO support including: Requirements tracking Risk and issue documentation Milestone and roadmap communication Maintain program artifacts such as: Stakeholder engagement plans Communication trackers Progress reports Support preparation of client briefings and executive presentations Assist in coordinating deliverables across ICAM workstreams
Education and Experience Required:
Bachelor's degree in Information Systems, Cybersecurity, Business, or related field (or equivalent experience) 6+ years of experience in: Stakeholder engagement Program support or business analysis Federal IT or cybersecurity programs Strong understanding of: Identity and access management concepts Identity lifecycle (JML) processes Access governance and authentication (MFA, SSO) Experience facilitating cross-functional stakeholder engagement and communication efforts Strong written and verbal communication skills, including executive-level briefings
Preferred Qualifications:
Experience supporting ICAM or IAM programs
Knowledge of:
NIST 800-53
/ Zero Trust architecture FICAM or federal identity frameworks Experience with: Agile program environments PMO support tools and reporting Change management frameworks Familiarity with: Identity platforms (Azure AD, Okta, SailPoint) GRC or program tracking tools
