Job Description Interactive Government Holdings (IGH) is seeking qualified, trained and capable individual to serve as the Digital Marketing Manager for the Vermont Work for Warriors (WFW) program. The Vermont Work for Warriors program is designed to identify Vermont National Guardsmen, Veterans, Reservists, Service Members and families eligible for support and provide them with information on available benefits and connect them with sources of support/services. The contractor shall perform all functions necessary to develop and implement programs to identify and outreach to Service Members and their family members, Reservists and veterans to inform and educate them on available programs at the national, state, and local levels and develop information on improving program effectiveness and offerings.
Special emphasis on:
providing employment outreach to Service Members of all components, their immediate family members to provide employment assistance, education benefits, retention incentives, and transition services and tracking each customer's interaction and providing career support, development, and maintenance of civilian based careers. Specific services include, but are not limited to, resume writing assistance, social networking, and interview skills (coaching).
POSITION REQUIREMENTS
Major responsibilities include (not all inclusive): Publications and Briefings Develop and provide informational briefings to designated VTNG Military commanders to increase their knowledge and understanding of employment services and the benefits of the Work for Warriors Program with partnered employers. Conduct briefs, presentations, and employment briefings to stakeholders, community resource providers and Vermont National Guard soldiers and leadership on the Work for Warriors Program and the services it provides. Maintain strict confidentiality of all information related to Veterans. Comply with Health Insurance Portability and Accountability Act (HIPAA) Privacy Regulations to ensure confidentiality and maintain right to privacy. Media and Marketing Support Develop awareness of SFPD's existing social media strategy: Familiarize themselves with SFPD programs and services and media communication strategies to support employment opportunities for our Guardsmen, Reservists, Veterans and families including the following: a) Traditional media platforms such as newspaper, radio, and television b) OSFPD website and social media pages on a variety of platforms c) OSFPD outreach events for service members, veterans, and their families (both routine events and sporadic or one-time events) d) OSFPD newsletters e) OSFPD video programming f) OSFPD podcasts Utilize the Work for
Warriors Program:
targeting specific industries to tailor content to specific job opportunities and industries, ensuring placement of our unemployed and under-employed clients with potential employers in a competitive job market to include: a) Create fliers and marketing collateral to extend reach of Work for Warriors to VTNG members, Veterans, Reservists and families b) Identify and outreach to Vermont employers on benefits of PRIME c) Collaborate with Recruiting and Retention Battalion on improving online content, outreach and advocacy efforts.
Develop Client Employment Content:
Produce high-quality multimedia content to be utilized across multiple digital platforms, and communication strategies to enhance clients' job search skills including: a) Creating personalized video resumes b) Digital online e-portfolios c) Professional social media profiles d) Resume and Cover Letter development e) Improve digital literacy skills to navigate online job board f) Showcase relevant skills and experience in a digital format Create, update, and employ custom artwork or graphic design elements to be used on all social media platforms including the VTNGFP and Work for Warriors website under the purview of the SFPD. Create fliers and social media posts to publicize SFPD's employment outreach events, career fairs and employment opportunities. Plan, create, and prepare print ready quarterly SFPD newsletters incorporating contributions from employment, veteran/military, community support services, subject to final approval of newsletter content by SFPD prior to publication. Print ready file due to SFPD by 15 February, 15 May, 15 August, and 15 November. Write press releases regarding SFPD achievements for release by SFPD. Develop and maintain a website that complies with Government branding guidelines located at https://designsystem.digital.gov/. The website must achieve a maximum page load time of 3 seconds and comply with Section 508 accessibility standards. Collect content for, formatting, and producing the SFPD's annual report, including selecting and preparing appropriate artwork and print media to accompany report contents. Implement the media strategy incorporating changes approved by
SFPD:
Collect and analyze data and metrics relating to reach and effectiveness of SFPD media strategies. Create reports to measure number of job placements, client and hiring manager satisfaction and compare current performance against past data. Data mine and analyze followers, engagements and shares from all Family Programs' Facebook pages as well as videos and podcasts posted to DVIDS. Following OSFPD career fairs, networking and Outreach events, coordinate with OSFPD staff to conduct After Action Reviews to gather feedback on media strategies and programs. Identify relevant market segments for purposes of targeting future programming and outreach efforts. Identify key indicators of media strategy success and gather sufficient data relating to those indicators for Contractor and SFPD to track trends and identify opportunities to improve media strategies, and to evaluate return on investment. Maintain program information, data and documentation in an accessible format for purposes of sharing/reporting to SFPD personnel and prepare reports, graphs, and charts. Develop Media Strategy Develop program goals designed to meet or exceed the minimum quantitative thresholds. Changes to Family Programs and Work for Warriors websites, including both technical and content changes to ensure functionality and maximize engagement. Recommendations on which existing or emerging social media platforms to add to its program to increase SFPD's visibility and maximize the reach and effectiveness of SFPD's social media goals, and how to tailor content to different platforms or market segments for greatest effect. Recommendations on new methods to more effectively and efficiently market SFPD programs and resources. Assist the Program Manager with maintaining a continuous operational presence at the designated Work for Warriors Regional Hubs throughout the state during core hours to ensure localized Service Member and Veteran Support.
Experience:
Minimum 3 years of professional experience in digital content creation, social media management, and multimedia production.
Competencies:
Proficiency in graphic design and desktop publishing (e.g., Adobe Creative Suite, Canva) for print and digital collateral. Advanced skills in video and audio editing for podcast production and promotional videos. Experience with web content management systems (CMS) and social media analytics. Favorably adjudicated Tier 1 or an equivalent or higher investigation by the Office or Personnel Management.
Educational Requirements and Training:
Bachelor's degree in marketing, Communications, Digital Media, Graphic Design, or related field. The Government may accept an equivalent combination of education and experience (e.g., 4 years of relevant military or professional experience in lieu of a Bachelor's degree).
