Job Summary The Manager, Product Management - Population Health (Clinical) leads a team of product managers responsible for delivering clinically-driven population health products across a multistate Medicaid managed care organization. This role is accountable for the performance, development, and delivery output of a portfolio of product managers covering utilization management (UM), care management (CM), quality, behavioral health, pharmacy, and member engagement domains. As a frontline people leader, the Manager balances three core responsibilities: (1) coaching and developing product management talent, (2) ensuring delivery quality and consistency across the product portfolio, and (3) partnering with senior leadership on portfolio strategy, prioritization, and stakeholder alignment. The Manager sets the product craft standard, holds the team accountable for outcomes, and removes obstacles so product managers can deliver measurable business value. Operating at the intersection of people leadership, product management discipline, and clinical/operational delivery, this role ensures the product team operates as a high-performing function—aligned to enterprise strategy, compliant with regulatory mandates (CMS Interoperability, NCQA, HEDIS, state Medicaid), and consistently shipping products that improve clinician and member experience. Responsibilities •People Leadership & Talent Development •Directly manage, coach, and develop a team of 4-8 product managers (mix of Senior PMs, PMs, and Associate PMs) responsible for population health product domains. Set clear performance expectations, conduct regular 1:1s, deliver timely coaching and feedback, complete annual performance evaluations, and manage performance issues with HR partnership. Build and execute individual development plans aligned to the Product Management job ladder; identify high-potential talent and create growth opportunities. Recruit, interview, and onboard product management talent—including Senior PMs (IC track), PMs, and Associate PMs—building a diverse, high-performing team . Foster a culture of accountability, psychological safety, learning, and continuous improvement . _Portfolio Delivery & Quality Oversight _ Oversee the delivery of the product portfolio across assigned population health domains—ensuring product managers meet roadmap commitments, quality standards, and business outcomes. Establish and enforce product craft standards: discovery practices, backlog quality, user story authoring, acceptance criteria, release readiness, and post-release measurement. Review and approve key product artifacts (PRDs, business cases, roadmaps, release plans) to ensure clarity, traceability, and alignment with enterprise strategy. Run portfolio-level operating cadences (roadmap reviews, release planning, retros) to surface risk, unblock teams, and drive accountability. Monitor product KPIs and OKRs across the portfolio—holding product managers accountable for measurable adoption, clinical outcomes, regulatory compliance, and ROI. _Portfolio Strategy & Prioritization _ Partner with the Director/Sr. Director to shape portfolio strategy, sequencing, and resource allocation across population health domains. Translate enterprise strategy and regulatory mandates into clear team priorities; resolve cross-team prioritization conflicts and tradeoffs. Allocate product manager capacity across initiatives, balancing strategic priorities, regulatory deadlines, and team development needs. Maintain a forward-looking view of the portfolio pipeline—identifying staffing gaps, skill needs, and emerging opportunities. _Stakeholder Management & Cross-Functional Leadership _ Serve as the primary product team interface with clinical operations, medical affairs, quality, engineering, and market leaders for assigned domains. Communicate portfolio status, risk, and tradeoffs clearly to executive leadership, clinical directors, and operational managers. Partner with engineering, data, design, compliance, and analytics leaders to ensure the product team is well-supported and integrated into broader delivery pods. Represent the product team in governance forums, executive reviews, and vendor partner discussions (e.g., Cohere Health). _Process, Standards & Continuous Improvement _ Establish and continuously improve product management standard work—templates, frameworks, prioritization rubrics, and operating cadences. Drive adoption of Agile/iterative delivery practices and consistent use of tooling (e.g., Jira, Confluence, ADO, roadmap tools). Ensure compliance with regulatory documentation requirements (CMS Interoperability, NCQA, HEDIS, state Medicaid) across all product deliverables. Contribute to the broader Product Management Center of Excellence—sharing best practices and elevating craft across the enterprise. _Clinical & Regulatory Alignment _ Ensure product strategy and delivery reflect current clinical evidence, regulatory mandates, and population health frameworks (risk stratification, condition clusters, transitions of care). Partner with Medical Affairs, Compliance, and Quality leaders to ensure products support HEDIS performance, NCQA accreditation, and state Medicaid requirements. Support delegation oversight by ensuring vendor-facing products and integrations meet contractual and regulatory requirements. AI & Automation Enablement Champion AI-enabled product opportunities across the portfolio—including automated outreach, intelligent case routing, clinical criteria auto-application, and AI-assisted care plan generation. Ensure product managers build AI fluency and apply Responsible AI principles in product design. Monitor AI/automation adoption metrics across the portfolio and drive continuous iteration to maximize ROI and clinician trust. Education & Experience Bachelor's Degree in Health Informatics, Public Health, Healthcare Administration or related field required Minimum of 5 years of product management experience Minimum of 2 years of formal people management experience to include project managers and analysts
